Job Summary

A Resident Technical Officer (RTO) for Housing Development Board (HDB) oversees construction projects to ensure quality, safety, and regulatory compliance, facilitating smooth project execution.

Responsibilities

Conduct on-site inspections to monitor construction progress and verify quality standards
Enforce adherence to safety regulations and construction guidelines on site
Review and approve construction drawings, materials, and method statements for compliance
Coordinate with QPS team, contractors, engineers, and stakeholders to resolve technical issues promptly
Maintain detailed records of site activities including daily reports, progress updates, and quality control measures
Verify that all works conform to approved plans, drawings, and specifications
Provide technical support and guidance to project teams to ensure successful delivery
Identify and report discrepancies, non-conformances, and site progress feedback to QPS team
Collaborate with authorities and agencies to secure necessary approvals and permits for construction activities
Participate in site meetings, inspections, and audits to ensure compliance with project requirements
Ensure all construction works comply with approved plans, specifications, and contractual agreements

Required competencies and certifications

Diploma in Civil Engineering or related field
Certification as a Resident Technical Officer (RTO) by BCA/IES/ACES
Knowledge of local building codes, regulations, and construction practices
Familiarity with construction site safety procedures and regulations
Ability to read and interpret engineering drawings and specifications
Strong problem-solving skills and attention to detail
Relevant experience in construction supervision, preferably in civil engineering projects
Willingness to work on-site, including irregular hours and weekends if required
