Job Summary
The Resident Technical Officer (RTO) will lead site supervision of civil and structural works in oil & gas and industrial projects, ensuring compliance with specifications, safety standards, and coordinated execution with stakeholders.
Responsibilities
- Supervise civil, structural, and related construction works to ensure compliance with approved drawings, project specifications, and authority requirements
- Monitor site activities, workmanship quality, construction safety, and work progress for permanent and temporary works
- Coordinate effectively with Clients, Consultants, Main Contractors, and subcontractors to facilitate smooth project execution
- Enforce adherence to approved method statements, safety procedures, and permit-to-work (PTW) requirements
- Independently supervise site activities, including night and shift works when required, demonstrating proactive problem-solving
- Maintain accurate site records, inspection reports, and daily progress updates to support project tracking
- Utilize Microsoft Excel and PowerPoint for daily reporting and site documentation management
Required competencies and certifications
- Diploma in Civil/Structural Engineering, National Certificate in Construction Supervision (NCCS), or equivalent qualification
- Accreditation by the Joint Accreditation Committee (JAC) of IES/ACES as a Qualified Site Supervisor (QSS)
- Accreditation by the Institution of Engineers Singapore (IES) and/or the Association of Consulting Engineers Singapore (ACES)
- Familiarity with Workplace Safety and Health (WSH) requirements and possession of relevant safety certifications where applicable
Preferred competencies and qualifications
- Experience in civil, structural, infrastructure, industrial, or oil & gas projects
- Knowledge of site supervision, temporary works, safety procedures, and construction coordination
