Job Requirement - Resident Technical Officer (RTO)

(Oil & Gas / Industrial Projects)

1. The Resident Technical Officer (RTO) shall possess a Diploma in Civil/Structural Engineering, National Certificate in Construction Supervision (NCCS), or equivalent qualification, and shall be accredited by the Joint Accreditation Committee (JAC) of IES/ACES as a Qualified Site Supervisor (QSS).
2. The RTO shall be accredited by the Institution of Engineers Singapore (IES) and/or the Association of Consulting Engineers Singapore (ACES).
3. Candidates with experience in civil, structural, infrastructure, industrial, or oil & gas projects are preferred.
4. Knowledge of site supervision, temporary works, safety procedures, and construction coordination will be an advantage.
5. Candidates shall be familiar with Workplace Safety and Health (WSH) requirements and possess relevant safety certifications where applicable.

Job Description - Resident Technical Officer (RTO)

1. The RTO shall supervise civil, structural, and related construction works to ensure compliance with approved drawings, project specifications, and relevant authority requirements.
2. The RTO shall monitor site activities, workmanship, construction safety, and work progress for both permanent and temporary works.
3. The RTO shall coordinate with the Client, Consultant, Main Contractor, and subcontractors to ensure smooth execution of works.
4. The RTO shall ensure works are carried out in accordance with approved method statements, safety procedures, and permit-to-work (PTW) requirements where applicable.
5. The RTO shall be independent, proactive, and capable of supervising site activities, including night works or shift works when required.
6. The RTO shall maintain proper site records, inspection reports, and daily progress updates.
7. The RTO shall possess working knowledge of: Microsoft Excel, Microsoft PowerPoint, daily reporting and site documentation management
