Job Description

PURPOSE OF THE JOB

The Resident Technical Officer represents clients on construction sites. He/She must be able to read and interpret drawings and details of projects. He/She must inspect materials and workmanship. He/She makes sure that construction projects follow contracts and regulations.

Main Responsibilities

Site Supervision and Quality Assurance

  • Assist the Site Resident Engineer (SRE) in monitoring and supervising construction activities to ensure compliance with approved drawings, technical specifications, statutory requirements, authority regulations, contractual obligations, and project quality standards.
  • Carry out routine site inspections and surveillance to verify workmanship quality, material compliance, installation standards, and adherence to approved construction methodologies.
  • Monitor contractors works to ensure compliance with approved shop drawings, method statements, Inspection and Test Plans (ITPs), approved material submissions, and manufacturers installation requirements.
  • Identify, document, and report non-conforming works, quality deficiencies, site issues, and construction risks to the SRE for timely resolution.
  • Maintain detailed site inspection records, surveillance reports, photographic records, and daily site observations.

Construction Monitoring and Coordination

  • Monitor site progress and construction activities against approved programmes and work schedules.
  • Assist in coordinating site activities among contractors, subcontractors, specialist vendors, consultants, and stakeholders to ensure smooth project execution.
  • Verify that only the latest approved drawings, specifications, and technical documents are being used on site and report any discrepancies or conflicts.
  • Attend site inspections, coordination meetings, technical discussions, and authority inspections as directed by the SRE.
  • Monitor site housekeeping, access control, material storage, and protection of completed works.

Technical Inspection and Documentation

  • Review site conditions and construction details to ensure compliance with design intent and project requirements.
  • Assist in the verification of site measurements, quantities, and completed works for evaluation by Consultant Engineers.
  • Maintain accurate records of inspections, site instructions, RFIs, technical clarifications, defects, and outstanding works.
  • Support the preparation of site reports, progress updates, defect registers, and punch lists.
  • Assist in tracking and monitoring the closure of defects, non-conformances, and outstanding items.

Testing, Commissioning and Handover Support

  • Witness inspections, testing, and commissioning activities as directed by the SRE and Project Team.
  • Verify that completed works meet approved design requirements and are ready for inspection, testing, commissioning, and authority approvals.
  • Assist in monitoring defect rectification, pre-commissioning activities, and project close-out requirements.
  • Support the compilation of inspection reports, test certificates, material certifications, as-built records, and handover documentation.

Safety, Health, Environment and Quality (SHEQ)

  • Monitor compliance with Workplace Safety and Health (WSH) regulations, environmental requirements, project safety procedures, and company SHEQ policies.
  • Identify and report unsafe acts, unsafe conditions, near misses, incidents, and environmental concerns to the SRE immediately.
  • Ensure contractors maintain safe working practices, proper housekeeping, and protection of personnel, equipment, and completed works.
  • Actively participate in and support the Company's SHEQ objectives, initiatives, and continuous improvement programmes.

General

  • Undertake any other duties and responsibilities assigned by the Site Resident Engineer, Project Manager, or Company Management.
  • Perform duties in accordance with the standards expected for mission-critical and hyperscale data centre projects, maintaining a strong focus on quality, safety, reliability, and schedule adherence.

Qualifications

Senior Resident Technical Officer (SRTO)

  • Registered Senior Resident Technical Officer (or Registered RTO where applicable) with IES / ACES.
  • Diploma or relevant professional qualification in Civil & Structural Engineering or equivalent.
  • Minimum 8 years relevant site supervision experience, preferably on large-scale building, infrastructure, industrial, semiconductor, or data centre projects.
  • Strong knowledge of construction quality control procedures, site supervision practices, and Singapore statutory requirements.

Resident Technical Officer (RTO)

  • Registered Resident Technical Officer with IES / ACES.
  • Diploma or relevant professional qualification in Civil & Structural Engineering or equivalent.
  • Minimum 5 years relevant site supervision experience.
  • Experience in building, infrastructure, industrial, or mission-critical construction projects will be an advantage.

Preferred Experience

  • Exposure to hyperscale data centre, mission-critical, semiconductor, healthcare, airport, or other complex infrastructure projects.
  • Familiarity with BIM coordination, digital construction processes, quality management systems, and inspection regimes.
  • Strong communication, reporting, and stakeholder coordination skills.
  • Ability to work in a fast-paced construction environment with a focus on safety, quality, and timely delivery.
