Job Description

Daughters Of Tomorrow Limited

Registered as a charity under the Charities Act of Singapore, Daughters of Tomorrow complements and supports existing training and workforce-related agencies by connecting volunteers and community resources to enable each woman on an individual level. By deep-diving into the practical day-to-day constraints of these women, we offer hand-holding and individual coaching to help each woman reach regular and sustained employment.

Our clients are women aged 18 to 63 from lower-income families (living on less than $1500 per capita per month), mostly living in government-subsidized rental flats, and facing multiple stressors in their families. Through sustained employment, women in our employment bridging program regain confidence in themselves and gain a social support network that helps them through their difficult times.

Role Objective

Leading DOT's impact evaluation efforts to strengthen intervention measures and program enhancement, while developing research and thought leadership within the social service sector.

Main deliverables for Role:

  • Design and implement M&E activities for all client facing projects/ programs run in the organisation and supporting program leads/managers with collection and analysis of data in relation to the progress of their projects
  • Lead specific research programs spearheaded by DOT such as DOT's Social Mobility Program (SMP), as well as supporting the organization in special projects that aim to expand DOT's impact and thought leadership in the social service industry
  • Formulate research studies and relevant projects, while concurrently ensuring such studies and projects are conducted properly and
  • Connect DOT to external related research that further can establishes DOT as a thought leader in the sector and more importantly advances the mission in the most effective manner.
  • This person will also support the ED to interface with various stakeholders where necessary to advance our advocacy work and be a key team member when setting and evaluating grant KPIs, and work closely with the Fundraising department to ensure relevant data points are captured.

Main Responsibilities:

1) Running Funded Programmes

  • Ensure all necessary MOUs with external parties (e.g. MSF) are in place and are updated to ensure seamless execution of agreed timelines, deliverables and KPIs.
  • Work closely with Research Consultant to ensure timely management of program deliverables.
  • Oversee and ensure smooth running of the entire program, which includes:

  • Assessing the needs of the project, and if necessary building and training a skilled team who are familiar with research methods and KPIs that need to be met
  • Refining data collection tools as well as employing the use of new tools to ensure effective research methodologies for proposals
  • Proper financial management of resources tied to the project, including putting in place systems for payment record keeping
  • Refine (if necessary) SOP to ensure all stakeholders are clear on the processes, requirements and KPIs to be achieved for this research program
  • Track survey administration and project attrition rate, distributing participants amongst eligible batches.

  • Analyse and interpret quantitative and qualitative data, in regular intervals, as well as at the end of the study.
  • Ensure all logistical arrangements for the success of the program are being executed effectively and efficiently including participant and volunteer recruitment, timing of surveys and completion of interviews and disbursement of incentives.
  • Complete necessary reporting - partake in progress meetings with SMP Consultant to ensure momentum of study, and surface any challenges or resourcing needs as needed.
  • Support research efforts in data gathering exercises, including but not limited to, data extraction, conducting surveys and interviews, and facilitating focus group discussions.
  • Contribute to the research reports withwriting. Participate in relevant meetings with external partners e.g. funders, MSF etc. where needed.
  • Assist in the advocacy surrounding research reports, as well as DOT's core work

2) Research and Advocacy

  • Support the ED to be the DOT's advocacy voice, through research papers, opinions, and relationship building with relevant stakeholders, including Government Ministry officials.
  • Lead, design, and oversee new and relevant research projects of DOT.
  • Work closely with the Financial Controller and the wider Reseach & Impact team in developing special projects when the need arises i.e. understanding the landscape and referencing measures (local/overseas) taken in the field of poverty alleviation and providing suggestions on how DOT programs can adapt to changing conditions to remain relevant.
  • Extract academic resources that can be utilised in expanding DOT's impact in the social service field, attending training on subject matters, relaying such knowledge to appropriate departments within DOT.
  • Contribute to the short-term and long-term strategic and innovative planning for DOT to fulfil the long-term goal of uplifting women and families in their social mobility journeys.
  • Identify and apply for funding resources and grant writing and reporting for special projects, as well as for DOT's regular programs as needed.
  • Write report(s) on studies undertaken internally, including policy suggestions creating reports for advocacy and awareness-raising purposes, as well as content for infographics when needed by the Fundraising and Communications team. Work closely with the Fundraising and Communications team on advocacy and social media posts for areas that DOT works on and by providing content, direction and reviewing draft posts prior to release.
  • Source avenues for publishing and presenting research reports/study results
  • Communicate status of project/research development to Financial Controller and/or Executive Director/Interim Executive Director on a regular basis (timing to be agreed).
  • Directly supervise team, including onboarding and training of new team members, and maintaining organisational records of work completed.

3. Monitoring & Evaluation

. Responsible for providing strategic inputs to the management to ensure the organization maintains its course to fulfil its mission. This includes:

  • Developing and strengthening indicator criteria, monitoring strategy, inspection and evaluation procedures on ongoing and new projects/programs.
  • Ensuring consistent data collection in order to track expenditures progress towards achieving the project/ program output, measuring KPIs for funded/ non-funded programs.
  • Working closely with the operations team to ensure smooth implementation of Family

. Stoplight

  • Monitor the sustainability of all project/program KPIs, closely supporting Fundraising and Operations Departmentswith the reporting of these results
  • Provide high quality, and timely input/feedback to management on key projects/ programs progressand outcomes of activities
  • Identify bottlenecks through regular measurementactivities and suggest mitigation strategies to improve the efficiency and effectiveness of the projects/ programs
  • Participate in annual project/ strategic reviews and planning workshops and assist in:
  • Preparing relevant reports andhighlighting risks and issues, where necessary
  • Designing and implementing the M&E activities of all new projects
  • Assist the project leads in preparing Quarterly/Annual reports on the progress of these projects/ programs
  • Assist in coordinating across the available components of the various programs to ensure effective implementation of M&E efforts. Assist the team with M&E tools and in supporting them in their use
  • Ensure the monitoring and evaluation efforts are translated to communication pieces to relevant stakeholders (internal and external). Work closely with the Financial Controller (FC) to monitor the activities being carried out to meet its objectives and provide suggestions on how to improve based on the analytics, wherever appropriate.
  • Provide the impact evaluation findings to the Programs and Impact Committee/ Board and is a key enabler to strengthen intervention measures and enhance thought leadership in the social service sector.

4. Salesforce

  • To support the program and operations team in ensuring the integrity of information in Salesforce platform including the management and maintenance of said information.
  • Ensure dashboards for KPIs are being updated in a timely manner, including ensuring parameters for additional criteria are included in the configuration of the platform.

5. General/People management

  • Establish good working relationships and collaborative arrangements with the team internally and relevant external stakeholders to help achieve the goals of the organization.
  • Highlight new or changing operational needs that require manpower, budgetary and strategic provisions to FC.
  • Oversee the performance reviews, training and upskilling of existing staff within the team in order that they would be able to fulfil their roles outlined in their job descriptions
  • Assist with Fundraising Team in preparing Grant/Funding Impact reports with impact outcomes from specifically funded programs
  • Organize and conduct training on M&E tools for staff/ beneficiaries/ any relevant stakeholders
  • Share learnings with other partners when the need arises and be a DOT spokesperson at relevant events to advance the mission.
