Our client is a renowned investment firm specialising primarily in the investment of maritime and logistics sectors. The co is based in town (around 10 min walk from the nearest MRT station based in town).
For this Project Manager (1 year contract role), you will lead the end-to-end renovation of the organisation's Singapore office, a heritage-listed shophouse, ensuring full compliance with Urban Redevelopment Authority (URA) conservation guidelines and all applicable regulatory requirements. This will also include the successful leasing of a portion of the firm's floor space. You will act as the client-side representative with consultants, contractors, prospective agents / tenants and vendors throughout the project lifecycle.
The renovation project is focused on rejuvenating the space and identifying and effecting any remedial maintenances works required. The renovation will not be looking to make any structural changes. An Interior Design consultant has been engaged to complete the design work, with the project planned to be completed within 2026.

Role and Responsibilities:
1. Project Planning & Delivery
- Develop and manage a comprehensive project plan, and milestone schedule from inception to handover and during the defect period.
- Define project scope, deliverables, and success criteria in alignment with organisational objectives.
- Monitor progress against plan, proactively identify risks implement mitigation strategies.
- Manage project closure, including snagging, final inspections, and documentation handover.
- Oversee renovation, conservation-related, fit-out, and remedial works from planning through to completion, including IT.
- Coordinate project delivery across design, approvals, procurement, construction and handover, including leasing-related space works and handovers.
2. Heritage & Regulatory Compliance
- Serve as the primary liaison with the Urban Redevelopment Authority (URA), Building and Construction Authority (BCA), SCDF and any other relevant regulatory bodies as required (noting no significant structural work is anticipated).
- Ensure all renovation works comply with the URA Conservation Guidelines and applicable heritage conservation requirements throughout the project lifecycle.
- Coordinate and obtain all required permits, approvals, and endorsements prior to commencement of works.
- Maintain a compliance register and ensure all submissions, approvals, and correspondence are properly documented.
3. Vendor & Contractor Management
- Lead the procurement process including preparation of tender documents, evaluation of bids, and presentation of a recommendation with the preferred contractor and proposed budget.
- Manage contracts with main contractors and interior designers, and other specialist vendors.
- Conduct regular site visits to oversee works quality, workmanship standards, and adherence to approved conservation methods.
- Ensure contractors comply with all workplace safety and health (WSH) requirements on site.
- Manage vendor performance, resolve disputes, and administer contract variations as required.
4. Budget C Cost Control
- Develop, manage, and track the full project budget, including contingency provisions.
- Review and approve progress claims, variation orders, and invoices in accordance with internal approval protocols and agreed delegations of authority.
- Provide regular cost reports to the COO, highlighting any variances and recommending corrective actions.
- Drive value engineering opportunities without compromising quality or heritage integrity.
- Ensure all expenditure is properly recorded and audit ready.
5. Leasing of surplus floor space
- Identify, liaise with, and determine an appropriate third party agent
- Coordinate a marketing campaign
- Provide recommendations on prospective tenants
- Coordinate the negotiation and handover and moving in period for the tenants, including lease preparation, in conjunction with the agent and in house legal
6. Other general duties
- Promote the best outcomes for the office
- Consult with a broad range of stakeholders, including owner and senior executives of the firm
- Support other ad hoc tasks related to as required.
Requirements:
This role would suit someone confident, proactive and able to drive delivery across multiple workstreams in a fast-paced environment who will be trusted to ensure the success of the project.
- Degree in Project Management, Civil Engineering or a related discipline.
- Minimum 7 years of experience in construction or renovation project
- management, with a proven track record of delivering complex projects on time and within budget.
- Demonstrated experience managing project involving heritage or conservation buildings in Singapore, with working knowledge of URA conservation guidelines.
- Experience engaging directly with URA, BCA, or comparable regulatory bodies.
- Excellent understanding of procurement and contract management processes.
- Detail oriented with strong analytical and problem-solving skills.
- Highly organized, self-directed, and able to manage multiple workstream simultaneously.
- Excellent written and verbal communication.
- Financially literate and able to articulate and report against an agreed budget
- Practical, hands-on and commercially minded, with strong judgement, discretion, communication and stakeholder management skills.
- Proficiency in MS Office (Word, Excel, PowerPoint, Outlook), Teams, Sharepoint, and other relevant softwares
- Ability to work independently and collaboratively with minimal supervision.
- Fast learner with strong problem-solving skills
- Punctual and responsible, with a strong sense of accountability
- Open to a 1 year contract assignment
Preferred experience (not all would be required to be considered for the role):
- Professional qualification in project management, WSH and/or quality management systems
- Working independently without other direct reports
