Job Summary
Regulatory Reporting & Financial Control is responsible for overseeing the end-to-end preparation, review, and submission of regulatory returns to MAS and Head Office (HO), ensuring full compliance with applicable regulatory requirements and internal reporting standards. The role also oversees statutory and management financial reporting, accounting governance, and the integrity of financial booking processes. This position plays a critical role in maintaining financial control discipline, strengthening internal controls, and ensuring accuracy, timeliness, and transparency in all financial and regulatory reporting deliverables.
Responsibilities
- Lead the preparation, review, and submission of MAS regulatory returns to ensure compliance with MAS Notices, Guidelines, and Banking Act requirements.
- Manage the development and delivery of head office regulatory reporting packs with accuracy and timeliness.
- Collaborate with MAS on queries, inspections, surveys, and ad hoc data requests to maintain regulatory compliance and transparency.
- Monitor capital adequacy and liquidity ratios by coordinating with Treasury and Risk teams to support regulatory and financial stability.
- Review Risk-Weighted Assets (RWA) calculations to ensure consistency and accuracy between regulatory and financial data.
- Coordinate cross-functional teams including Risk, Treasury, Operations, and IT to ensure data consistency and integrity across all regulatory submissions.
- Oversee the preparation of annual financial statements in accordance with applicable accounting standards, ensuring completeness and accuracy.
- Lead the coordination of annual statutory audits, including preparation of audit schedules and technical accounting position papers.
- Ensure the integrity of trial balances and general ledger by reviewing financial disclosures and maintaining accounting accuracy.
- Analyze management reports, perform variance analysis, and prepare board-level financial presentations to inform strategic decision-making.
- Provide financial impact assessments for new products and business initiatives to support informed business growth.
- Review and validate complex accounting treatments such as financial instruments, hedge accounting, impairment, and intercompany transactions to ensure compliance with accounting policies.
- Align accounting policies with head office standards and local regulatory requirements to maintain governance and consistency.
- Strengthen month-end and year-end closing processes by enhancing reconciliation governance and internal controls.
- Develop, maintain, and update finance Standard Operating Procedures (SOPs) and operational manuals to support process consistency and compliance.
- Drive process automation and system enhancements to improve the efficiency and accuracy of financial and regulatory reporting.
Required competencies and certifications
- Degree in Accounting, Finance, or related discipline.
- CPA / ACCA / CA or equivalent professional qualification preferred.
Preferred competencies and qualifications
- Minimum 8-10 years of relevant banking finance experience.
- Proven hands-on experience in MAS regulatory reporting.
- Strong knowledge of regulatory frameworks and prudential reporting requirements.
- Solid understanding of banking accounting standards and financial instruments.
- Demonstrated high level of integrity and risk awareness in financial control environments.
- Strong analytical and technical accounting skills.
- Effective communication skills for engaging senior stakeholders and regulators.
