Job Summary

Reports to: Sr. Director, Global Talent Acquisition

The Regional Talent Acquisition Director is responsible for designing, building, and deploying a comprehensive regional talent acquisition strategy, including the structure, processes, tools, and capabilities required to meet both current and future business needs. This role plays a critical part in ensuring the organization attracts, assesses, and selects bestinclass talent through scalable, costeffective recruitment methods.

Operating within a complex, highvolume manufacturing environment, the Director will build and lead a strong regional talent acquisition organization, driving operational excellence and continuous improvement across hiring practices. The role partners closely with business leaders to strengthen talent pipelines, enhance hiring quality, and support longterm workforce planning. This position is based onsite at the company's Singapore office.

Job Responsibilities

  • Provide strategic leadership for regional talent acquisition across South Asia, including Singapore, Malaysia, Vietnam, India, and Thailand, ensuring hiring strategies align with business priorities and growth plans.
  • Develop and execute regionwide talent acquisition strategies that support workforce planning, sourcing, and selection needs across multiple business units.
  • Build, lead, and continuously develop a highperforming Regional TA organization, including Recruiters, Sourcers, and TA Managers, fostering a culture of accountability, capability building, and results.
  • Partner with Senior Leadership, HR Business Partners, and Operations to deliver timely, highquality hiring solutions for both new and existing markets.
  • Lead recruitment efforts across complex, highvolume manufacturing environments, supporting roles across plant and site leadership, supply chain, quality, engineering, corporate, and shared services functions.
  • Act as a trusted advisor to regional business and HR leaders by providing insight into market trends, talent availability, and hiring best practices.
  • Continuously assess and improve the effectiveness, scalability, and sustainability of regional recruiting models and processes.
  • Own regional recruitment budgeting and forecasting, ensuring financial discipline, cost optimization, and strong return on investment.
  • Forecast staffing needs and design systems and processes that proactively support business strategies and longterm workforce requirements.
  • Create and execute scalable hiring models to support site expansions, new site launches, and periods of accelerated growth.
  • Lead campus and early career hiring strategies across the region and represent the organization at community, university, and industry events.
  • Design and implement strategies to reduce reliance on external recruitment vendors, lowering overall hiring costs while maintaining quality.
  • When required, establish and manage external vendor partnerships, including search firms, staffing agencies, and RPO providers.
  • Track, analyze, and report talent acquisition metrics and performance indicators, using data to drive continuous improvement and informed decisionmaking.
  • Demonstrate strong stakeholder influence, change leadership, and agility in a fastpaced, matrixed environment.
  • Ensure full compliance with company policies, procedures, and security requirements.
  • Perform additional responsibilities as required to support business objectives.

Job Qualifications

KNOWLEDGE REQUIREMENTS

  • Experience to include in-depth knowledge and awareness of staffing strategies, experience building and executing strategic plans, internal and external provider management, and building high performance talent acquisition teams.
  • Experience in staffing and recruiting management across a geographically dispersed company, with knowledge of South Asia labor markets, employment laws, and talent market insights.
  • Experience in using and optimizing an applicant tracking system/ATS, workforce planning tools and talent analytics.
  • Proficiency in use of personal computers, Microsoft Office products (Excel, Word, and PowerPoint) and e-mail skills required.

Education & Experience Requirements

  • Bachelor's degree in human resources or related field required, master's degree preferred.
  • Minimum of 8 years Talent Acquisition experience, with a minimum of 5 years management experience.
