Job Description

ABOUT THE COMPANY

Techtanium is a leading-edge technology consulting and solutions firm bridging the gap between traditional Web2 finance and the future of Web3. With over a decade of leadership in core banking modernization and an expanding footprint across Asia and international markets, we empower financial institutions through cloud-native platforms, AI-ready infrastructure, and enterprise-grade engineering. As we continue our rapid expansion across the region, we are seeking an agile, strategic, and hands-on Head of HR / Regional HR Lead to build, scale, and govern a high-performance workforce.

ABOUT THE ROLE

  • As the Head of Human Resources, you will be a vital partner to executive leadership, responsible for designing and executing a comprehensive people strategy that aligns with aggressive regional growth targets. This role requires a unique balance of strategic business partnering (workforce planning, organizational development, resource allocation) and hands-on operational excellence (end-to-end HR operations, multi-country labor compliance, payroll coordination, and talent acquisition) within a fast-paced technology consulting environment. You will report to Chief Executive Officer (CEO) / Chief Operating Officer (COO) / Chief Financial Officer (CFO).

KEY RESPONSIBILITIES

1. Talent Acquisition & Workforce Planning

  • Lead the end-to-end regional recruitment strategy to attract elite technical and consulting talent across Southeast Asia (Software Engineers, Solution Architects, AI & Fintech Specialists, Web3 Engineers).
  • Partner with department heads and practice leads to assess manpower requirements, build critical talent pipelines, and prioritize hiring demands.
  • Drive structured onboarding and integration programs to accelerate time-to-productivity for new hires.
  • Elevate Techtanium's employer brand across regional tech ecosystems to position the firm as an employer of choice.

2. Project Staffing, Bench Management & Partner Outsourcing

  • Collaborate with project managers and practice heads on consulting resource allocation, ensuring the right skill sets are deployed to client engagements.
  • Optimize bench management and utilization rates by balancing internal cross-skilling and mobility with strategic external hiring.
  • Maintain a dynamic skills matrix to identify capability gaps aligned with emerging client technologies (Cloud, AI, Core Banking, Blockchain).
  • Oversee 3rd-party Human Capital partners (PEOs, recruitment agencies, offshore/nearshore delivery centers, IT contractors), managing vendor contracts, SLAs, and performance.

3. Total Rewards & Compensation Administration

  • Design, implement, and benchmark competitive, performance-driven Compensation & Benefits (C&B) structures tailored for the tech/fintech space.
  • Lead annual compensation reviews, salary benchmarking, and incentive/bonus distributions (including project bonuses and equity/ESOP programs).
  • Oversee monthly payroll inputs, leave administration, statutory contributions, and employee insurance/benefits programs across regional entities.

4. HR Operations, Governance & Employee Lifecycle

  • Oversee the complete employee lifecycle: onboarding, probation confirmation, internal transfers, offboarding, and exit clearance.
  • Formulate, review, and roll out standardized HR policies, processes, standard operating procedures (SOPs), and regional Employee Handbooks.
  • Maintain accurate employee records, personnel files, and HR data integrity using modern HRIS platforms.

5. Compliance, Immigration & Regional Entity Expansion

  • Serve as the regional subject matter expert on employment legislation, labor standards, and statutory requirements across supported countries, specifically Singapore and Malaysia.
  • Manage immigration, work passes, and visa applications (e.g., Employment Passes in Singapore, expatriate work permits in Malaysia) for international mobility.
  • Support corporate expansion initiatives, including new regional entity setup, cross-border workforce structuring, and collaboration with corporate secretarial and legal advisors.

6. Talent Management, L&D & Employee Relations

  • Champion the continuous performance management framework (goal setting, OKRs/KPIs, mid-year check-ins, annual performance reviews).
  • Identify organizational training needs; design upskilling and professional development programs to support career pathways and succession readiness.
  • Act as a trusted advisor to management and employees; mediate workplace conflicts, resolve grievances, and handle disciplinary procedures and internal investigations objectively.
  • Foster a transparent, high-performance culture grounded in innovation, agility, and trust.

REQUIREMENTS

Education

  • Bachelor's Degree in Human Resource Management, Business Administration, Psychology, or a related discipline.
  • Professional HR certifications (e.g., IHRP-CP/SP, SHRM-CP/SCP) are an added advantage.

Experience

  • 8–12+ years of progressive, well-rounded HR experience, with at least 3–5 years in an HR leadership, Head of HR, or Regional HR Manager capacity.
  • Proven background in Technology Consulting, Fintech, SaaS, or Professional Services environments is highly preferred.
  • Demonstrated track record managing regional HR operations covering Singapore, Malaysia, and other ASEAN markets.
  • Direct experience handling project-based staffing models, bench utilization, and 3rd-party workforce/contractor arrangements.

Knowledge & Competencies

  • Strong, practical knowledge of Singapore and Malaysia Employment Acts, CPF/EPF statutory frameworks, and Ministry of Manpower (MOM) / Expatriate Services Division (ESD) immigration processes.
  • Hands-on proficiency with modern HRIS platforms, recruitment tools, and Microsoft Office / Google Workspace.
  • Exceptional stakeholder management, interpersonal, and communication skills to influence across executive and technical teams.
  • Strong business acumen with the agility to shift seamlessly between strategic planning and day-to-day execution.
  • Full professional proficiency in written and spoken English.
  • Fluency in Chinese (Mandarin) to facilitate effective communication with regional stakeholders, clients, and cross-border teams.
