Job Summary
Manage cost estimation, financial projection, and payment claims for contractor works, ensuring timely submissions and compliance with contract requirements to support project financial control and procurement processes.
Responsibilities
- Prepare cost estimations by verifying subcontractors, vendors, and specialists submissions to ensure accuracy before endorsement and timely submission to Employer Representatives for approval
- Develop financial projections and implement budgetary and expenditure controls for Contractor's works to maintain financial discipline
- Prepare Contractor's monthly payment claims and final accounts, ensuring complete and timely submission with all supporting documents to Employer Representatives for payment processing
- Conduct site measurements and evaluate claims for Work Orders to validate work progress and costs
- Compile payment claims, interim certificates, Work Orders, and invoices, ensuring their timely submission to Employer Representatives for payment approval
- Review and prepare contract specifications, evaluate tender submissions, and assist in contract documentation as required by the Superintending Officer or Employer Representatives
- Evaluate and verify star rate items before work commencement to confirm reasonableness and alignment with fair market prices for acceptance by the Superintending Officer or Employer Representatives
- Collate, analyze, and review star rates and quotation rates to inform and improve future procurement decisions
Required competencies and certifications
- Possess a relevant Degree or Diploma from a recognized institution
- Minimum of 3 continuous years of relevant working experience
Preferred competencies and qualifications
- Registered membership with the Singapore Institute of Surveyors and Valuers (SISV)
