Job Description
Key Responsibilities
Pre-Contract & Tendering
- Quantity Take-Offs: Measure pipe lengths, trench excavation volumes, backfilling, manholes, and reinstatement works from engineering and utility drawings.
- Cost Estimation: Prepare detailed cost build-ups and Bills of Quantities (BOQ) for underground piping, civil works, and M&E infrastructure.
- Tender & Procurement: Source, evaluate, and compare quotations from specialist subcontractors and material suppliers (e.g., HDPE, ductile iron, or steel pipes).
Post-Contract & Financial Control
- Progress Claims: Prepare and submit monthly progress claims for main contracts and verify back-to-back claims from subcontractors.
- Variation Orders (VO): Track, price, and negotiate site variations, design changes, and extra trenching or laying costs.
- Budget Monitoring: Compare actual site expenditures against the project budget to prevent cost overruns.
- Claim Submissions: Assist with Extension of Time (EOT) cost evaluations and final account settlements with clients and utility providers like SP Group.
Site & Stakeholder Coordination
- Site Evaluation: Attend site progress meetings and assess physical ground or trenching conditions that impact work pricing.
- Liaison: Work closely with project managers, site engineers, and external consultants to resolve contractual queries.
Job Requirements
- Education: Diploma or Degree in Quantity Surveying, Civil Engineering, or Building/Construction Management.
- Experience: Minimum 2 to 3 years of local Singapore construction experience, specifically in civil infrastructure, utility, or pipe laying projects.
- Technical Skills: Proficient in reading civil/M&E drawings, AutoCAD, and Microsoft Excel.
- Knowledge: Familiarity with local contract standards (such as SIA or PSSCOC), measurement rules, and BCA regulations.
