We are seeking a diligent and commercially astute
Quantity Surveyor to join our Team. The
Quantity Surveyor will be responsible for managing all aspects of the contractual and financial side of our building improvement and addition & alteration projects.
Your primary role is to ensure the financial health of our projects, providing expert cost management and contractual advice from inception through to final account settlement. You will be instrumental in controlling project costs, maximizing value for money, and ensuring that all work is carried out in accordance with legal and quality standards.
Key Responsibilities:
- Prepare detailed cost plans and preliminary estimates to establish project feasibility and budgets.
- Conduct value engineering exercises to optimize project costs without compromising quality or function.
- Prepare tender and contract documents, including Bills of Quantities (BQs), specifications, and schedules of rates.
- Manage the tendering process, including issuing tender inquiries, evaluating submissions, and providing recommendations for contractor appointment.
- Prepare and monitor project cash flow forecasts.
- Measure and value work in progress, prepare interim valuations, and certify progress payments for contractors and sub-contractors.
- Assess, negotiate, and process variation orders (VOs) and claims, ensuring all changes to the contract are properly documented and accounted for.
- Maintain accurate cost control records and prepare regular cost reports for the Project Manager and client, highlighting any potential overruns and suggesting corrective actions.
- Administer the construction contract in accordance with its terms, advising the project team on contractual matters and potential disputes.
- Liaise with contractors, consultants, and suppliers to ensure smooth project execution.
- Prepare and negotiate the final account with contractors and sub-contractors upon project completion.
- Assist in the final handover documentation and settlement of all financial obligations.
- Work closely with the Project Manager, architects, engineers, and site teams to ensure a common understanding of project scope and cost implications.
- Act as a key point of contact for all commercial, financial, and contractual inquiries.
Qualifications & Experience:
- Degree or Diploma in Quantity Surveying, Construction Management, Building, or a related discipline from a recognized university, polytechnic, or educational establishment.
- Minimum of 3 continuous years of relevant post-graduation experience as a Quantity Surveyor, preferably with exposure to A&A works, retrofitting, or building improvement projects in the Singaporean market.
- Professional Membership: Registration or membership with the Singapore Institute of Surveyors and Valuers (SISV), particularly within the Quantity Surveying Division, is highly advantageous.
- Technical Proficiency: Strong knowledge of standard methods of measurement (SMM). Proficient in preparing Bills of Quantities, cost plans, and final accounts.
- Familiarity with various forms of construction contracts used in Singapore, such as the Public Sector Standard Conditions of Contract (PSSCOC) and REDAS Design and Build Conditions of Contract.
- Proficiency in MS Office Suite (especially Excel) is essential. Experience with specialist QS software (e.g., CostX, Glodon, Buildsoft) is a plus.
- Meticulous and detail-oriented, with a high degree of accuracy in measurement and financial reporting.
- Strong negotiation and influencing skills for managing variations and settling accounts.
- Excellent analytical and problem-solving abilities to identify and manage commercial risks.
