Our client is an established engineering and construction company involved in large-scale infrastructure and building projects in Singapore. The company is committed to delivering high-quality projects while maintaining strong cost control, compliance, and operational excellence.
The Quantity Surveyor / Contracts Executive will be responsible for managing project costs, administering contracts, and supporting the project team in ensuring that construction projects are delivered within budget and in compliance with contractual obligations. The role involves coordination with clients, consultants, subcontractors, and internal stakeholders on commercial and contractual matters.
Monitor and track project costs against approved budgets
Review invoices, claims, and expenditure to ensure accuracy
Manage payment processes and maintain cost records
Prepare cost reports and highlight variances
Administer contracts between clients, contractors, and subcontractors
Ensure compliance with contractual terms and conditions
Maintain proper documentation and contract records
Liaise with stakeholders on contractual matters
Prepare quantity take-offs and measurement for works
Source, evaluate, and negotiate subcontractor quotations
Prepare subcontract agreements, letters of award, and work orders
Maintain subcontractor records and award summaries
Conduct site visits to verify work progress
Prepare and submit progress claims with supporting documents
Review and verify subcontractor claims and invoices
Prepare payment certificates and summaries
Monitor payment status and maintain records
Prepare and submit variation orders (VO)
Maintain VO records and master list
Prepare extension of time (EOT) and loss & expense claims
Liaise with stakeholders on claim assessments
Prepare and submit final accounts
Coordinate final measurements and settlements with subcontractors
Process subcontractor final accounts and retention release
Compile and maintain complete project documentation
Assist in tender preparation and submission
Coordinate internally to meet tender deadlines
Diploma or Degree in Quantity Surveying, Construction Management, Building, or related field
At least 3 years of relevant experience in construction or engineering projects
Knowledge of contract administration and cost management
Familiarity with Singapore construction practices and regulations is an advantage
Proficient in Microsoft Office applications
Strong analytical, negotiation, and communication skills
Able to work independently and manage multiple tasks within timelines
