QUANTITY SURVEYOR (Building Projects) x 2 (1 x for Tender / 1 x for HDB Project)
About the Role
We are seeking an experienced Quantity Surveyor to support end-to-end commercial and cost management on building projects in Singapore. The QS will lead measurement, tendering, procurement, contract administration, and final accounts, ensuring strong cost control, commercial risk management, and compliance with local standards and project governance.
Key Responsibilities
Pre-Contract / Tender
- Cost planning & estimation: Prepare elemental cost plans, pre-tender estimates, and budget baselines from concept to detailed design.
- Bills of Quantities (BQ): Measure and produce BQs/quantities using standard methods of measurement coordinate with design teams to ensure scope clarity and accuracy.
- Tender management: Draft tender documents, respond to tender queries, manage addenda, conduct tender evaluations (technical & commercial), and prepare tender recommendation reports.
- Value engineering: Identify cost/value options and lifecycle considerations facilitate VE workshops with design and construction stakeholders.
Procurement
- Sourcing & negotiation: Conduct market sourcing for trade packages, shortlist bidders, run competitive processes, and negotiate terms, rates, and discounts.
- Contract formation: Prepare LOAs/LOIs and subcontracts ensure alignment with main contract conditions and project-specific schedules/annexes.
- Supply chain engagement: Monitor lead times and pricing volatility maintain a cost/rates database to inform procurement decisions.
Post-Contract / Delivery
- Cost control: Maintain cost-to-complete and committed cost trackers manage budgets, contingencies, and variations issue monthly cost reports.
- Valuations & payments: Measure progress, prepare and certify interim payment claims (IPC) and payment certificates reconcile with site records.
- Change management: Administer change control price variations, EOT cost impacts, and claims (including prolongation and disruption).
- Contract administration: Manage contractual notices, risk registers, and commercial correspondence enforce obligations for bonds, insurances, warranties, and securities.
- Final accounts: Prepare and agree final accounts with contractors and clients close out commercial files and lessons learned.
Stakeholder & Governance
- Interface management: Collaborate with Client, PM, Design Consultants, Main Contractor, and Subcontractors to resolve scope, time, and cost matters.
- Compliance: Support adherence to workplace safety & health, environmental and sustainability requirements (e.g., Green Mark targets), and project audit controls.
- Reporting: Provide timely, accurate commercial reports, cash flow forecasts, and risk assessments to management.
Qualifications & Experience
- Education: Diploma/Degree in Quantity Surveying, Cost Management, Construction Management, Civil/Structural Engineering, or related discipline.
- Experience: 3-7 years (QS) experience in building projects in Singapore.
- Technical Proficiency: Measurement & BQ preparation familiarity with forms of contract (PSSCOC, SIA, FIDIC) tender analysis and procurement practices.
- Certifications (preferred): Professional membership (RICS, SISV) or progress toward chartership familiarity with BIM 5D workflows.
- Language: Strong command of English ability to read technical drawings/specifications.
