Key Responsibilities
- Lead end-to-end cost management for mega-scale, mixed-use, and high-rise projects (minimum project value: SGD 500 million).
- Perform detailed cost planning, estimation, tender analysis, contract negotiation, and dispute resolution across international projects.
- Ensure strict compliance with BCA, FIDIC, SIA, NEC, and RICS standards, while also aligning with international arbitration laws.
- Manage BIM-integrated cost models using 5D BIM, Revit, Navisworks, and AI-driven cost prediction tools.
- Oversee multi-country vendor contracts, including those in jurisdictions such as UK, Middle East, and Southeast Asia.
- Handle simultaneous reporting to clients, contractors, architects, financiers, and regulatory bodies-delivering zero-cost overrun tolerance.
- Supervise and mentor cross-functional teams of surveyors, engineers, and project managers while being fully hands-on.
- Prepare board-level presentations with detailed financial risk models for global stakeholders.
Requirements
- Chartered QS (MRICS / FRICS) plus accreditation in PQS (Canada) and AIQS (Australia).
- Master's degree in Quantity Surveying or Cost Engineering (PhD preferred).
- Minimum 15-20 years of post-qualification experience, with at least 5 mega projects completed successfully.
- Advanced expertise in construction law, arbitration, and claims management.
- Proficiency in 5D BIM, AI predictive modelling, Python for cost automation, and blockchain-based contract management systems.
- Exceptional stakeholder management and negotiation skills across multinational and multicultural environments.
- Willingness to work extended hours, weekends, and international travel at 48 hours notice.
- Must be fluent in English, Mandarin, and at least one additional European language.
