The QA/QC Executive is responsible for implementing, monitoring, and maintaining quality assurance and quality control processes across rail and electrical engineering projects. This role ensures that all works, materials, installations, and documentation comply with project specifications, contractual requirements, and quality standards, including IPC/WHMA-A-620.
This is a mid-level role requiring hands-on experience in site inspections, quality documentation, and coordination with project, engineering, and safety teams. The QA/QC Executive plays a critical role in supporting compliance with ISO 9001 Quality Management System and ensuring readiness for client, authority, and audit inspections.
Strong attention to detail, systematic documentation, and the ability to work under pressure are essential.
Implement and maintain QA/QC procedures in accordance with project requirements and ISO 9001
Ensure all works comply with approved drawings, specifications, method statements, and quality plans
Conduct quality checks and inspections for electrical and rail-related works
Monitor workmanship standards and identify non-conformities
Raise NCRs (Non-Conformance Reports) and follow up on corrective and preventive actions
Ensure cable and wire harnessing works comply with IPC/WHMA-A-620 standards
Perform inspections and verification of workmanship related to cable preparation, termination, crimping, soldering, and assembly
Support training and guidance to site teams on IPC620 workmanship requirements
Assist in resolving quality issues related to cable and wiring installations
Carry out regular site inspections to verify quality compliance
Coordinate with Project Managers, Project Coordinators, and site supervisors on quality matters
Witness inspections, tests, and checks as required by project specifications
Identify potential quality risks early and highlight issues to management
Prepare, review, and maintain QA/QC documentation, including:
Inspection & Test Plans (ITP)
Inspection Checklists
Quality Reports and Logs
NCRs and Corrective Action Reports
Ensure proper document control, versioning, and filing in accordance with ISO procedures
Maintain quality records for audits, inspections, and project close-out
Support implementation and maintenance of ISO 9001
Ensure project quality processes align with company QMS requirements
Assist in internal audits, external audits, and client assessments
Support continuous improvement initiatives and corrective action tracking
Work closely with Project Managers, Project Coordinators, Engineers, and Safety Teams
Ensure quality requirements are aligned with safety and operational practices
Support preparation and review of method statements and technical procedures from a quality perspective
Assist in resolving cross-functional issues affecting quality compliance
Support inspections and audits by clients, main contractors, consultants, LTA / SMRT, and authorities
Respond to quality-related queries and follow-up actions
Ensure timely closure of quality observations raised by external parties
Diploma or Degree in:
Electrical Engineering
Mechanical Engineering
Quality Engineering
Or a related technical discipline
Minimum 2-3 years of relevant QA/QC experience
Experience in railway, electrical, or infrastructure projects
Experience working in LTA / SMRT or similar regulated environments is an advantage
Proven experience in site-based quality inspections and documentation
Strong working knowledge of IPC/WHMA-A-620
Familiarity with electrical cabling, wiring, and installation standards
Understanding of inspection and testing processes
Knowledge of quality control tools, NCR management, and corrective action processes
Working knowledge of ISO 9001 Quality Management System
Familiarity with project quality plans, ITPs, and inspection records
Understanding of regulatory and client quality requirements in Singapore
Good command of written and spoken English
Ability to prepare clear, accurate quality reports and documentation
Confident in communicating quality issues professionally and objectively
Highly detail-oriented and systematic
Strong sense of responsibility and quality ownership
Able to work under pressure and manage multiple inspections and deadlines
Firm but fair when enforcing quality standards
Good coordination and teamwork skills
Proactive and solution-oriented
