Job Summary

As QA/QC Manager, you will be the guardian of quality in the design and construction of high-speed aluminum commercial vessels.

Reporting to Penguin's Deputy General Manager (Group Shipbuilding & Repair), you will lead quality assurance and control activities across our Singapore headquarters and our primary shipbuilding yard, PT Kim Seah Shipyard in Batam.

You will be responsible for implementing ISO-compliant systems, driving continuous improvement, and ensuring all projects meet stringent classification society rules and customer expectations.

This role requires a hands-on leader who can bridge the gap between technical compliance and operational excellence in the world's most prolific builder of aluminium commercial ships.

Key Responsibilities

1. Quality Management & Compliance

  • Maintain and evolve the Group's Quality Management System (QMS) in compliance with ISO 9001 and classification society rules (eg, Bureau Veritas).
  • Lead internal and external audits, ensuring timely closure of findings and robust documentation control.
  • Develop and track Quality KPIs, providing periodic performance reports and risk assessments to Senior Management.

2. Operational Oversight (Singapore & Batam)

  • Manage QA/QC activities across both locations, coordinating resources for inspections, NDT, welding and coating.
  • Ensure strict implementation of Project Quality Plans (PQP) and Inspection Test Plans (ITP) throughout the shipbuilding lifecycle.
  • Travel to PT Kim Seah Shipyard (Batam) and other overseas locations for Factory Acceptance Tests (FAT) and sea trials.

3. Continuous Improvement & Resolution

  • Lead Root Cause Analysis (RCA) for major quality issues and spearhead CAPA (Corrective and Preventive Actions).
  • Oversee the resolution of customer complaints and non-conformities, ensuring effective long-term solutions.
  • Foster a Quality First culture through training and mentorship of production staff and inspectors.

4. Stakeholder & Supply Chain Management

  • Act as the primary technical liaison for customers, owner representatives and class surveyors.
  • Monitor subcontractor and supplier performance through regular evaluations and quality audits.

Requirements

  • Experience: Minimum 5 years in a QA/QC leadership role within the marine, shipbuilding or offshore sectors.
  • Education: Degree or Diploma in Marine, Mechanical, or Electrical Engineering or a related technical discipline.
  • Technical Knowledge: Deep understanding of classification society rules and shipyard processes (Hull, Mechanical, Piping, Electrical, HVAC).
  • Experience in commissioning is a significant plus point.
  • Standards: Strong proficiency in ISO 9001 and familiarity with NDT, welding, and coating inspection standards.
  • Soft Skills: Excellent stakeholder management skills, with the ability to communicate effectively in English (written and spoken).
  • Fluency in Bahasa Indonesia/Melayu would be an advantage to manage the quality assurance and control activities at our primary shipbuilding yard, PT Kim Seah Shipyard in Batam.
  • Mobility: Must be willing and able to travel frequently between Singapore and Batam, as well as internationally for FATs.
  • Attribute: Meticulous, analytical and capable of working independently in a fast-paced production environment.
