PerkinElmer is seeking a Site Purchasing Manager to oversee the procurement activities for PerkinElmer's manufacturing site in Singapore. This role involves managing supplier relationships, negotiating contracts, ensuring the timely and cost-effective procurement of materials, and aligning purchasing strategies with the company's objectives. The ideal candidate will have strong negotiation skills, extensive experience in procurement within a manufacturing setting, and the ability to drive continuous improvement in the purchasing process.

- Monitor supplier performance and address issues related to quality, delivery, or compliance.
Cost Management
- Develop and manage the purchasing budget, ensuring cost-effective practices.
- Conduct cost analysis and benchmarking for competitive pricing.
- Implement strategies to reduce procurement costs while maintaining quality standards.
Inventory Management
- Collaborate with production and inventory teams to maintain optimal stock levels.
- Monitor inventory and coordinate timely replenishment.
- Implement effective inventory control systems.
Quality Assurance
- Ensure all purchased materials meet required quality standards and specifications.
- Work closely with quality teams to address supplier-related quality issues.
- Develop and maintain procurement quality assurance procedures.
Compliance and Risk Management
- Ensure compliance with local and international procurement regulations.
- Identify and mitigate supply chain risks.
- Maintain accurate records of procurement activities and supplier agreements.
Team Management
- Lead and develop the purchasing team through guidance, feedback, and training.
- Conduct regular performance reviews and promote professional development.
- Ensure the team is equipped to perform effectively and meet business goals.
Reporting and Analysis
- Prepare and present regular reports on procurement activities, costs, and performance metrics.
- Analyze data to identify trends and improvement opportunities.
- Provide actionable insights and recommendations to senior management.
Cross-Functional Collaboration
- Manager and Work together with Johor/ Singapore plant suppliers
- Interact and collaborate with Tai Chang, US R&D and other sites where required
- Collaborate with production, engineering, finance, and logistics teams to support business objectives.
- Participate actively in cross-functional projects to drive operational excellence.
Basic Qualifications
- Bachelor's degree in Supply Chain Management, Business Administration, or a related field.
- Minimum of 10 years of experience in procurement, preferably within a manufacturing environment.
- Strong negotiation and contract management skills.
- Excellent understanding of supply chain management principles.
- Proven ability to manage supplier relationships and drive performance improvements.
- Strong analytical and problem-solving skills.
- Proficiency in procurement software and Microsoft Office Suite.
- Fluency in English and Malay; additional languages are a plus.
- Professional certification (e.g., CIPS, CPM) is preferred.
