Job Description:
We are seeking a dedicated and proactive Public Relations Officer (PRO) to manage public relations, stakeholder engagement, and outreach activities for our project. The PRO will play a critical role in maintaining strong community relations, handling public feedback, and ensuring effective communication throughout the project lifecycle. The candidate is expected to be qualified in handling both LTA and PUB requirements.
Key Responsibilities:
1. Public Outreach & Engagement
- Plan, coordinate, and execute the Public Outreach & Engagement Programme.
- Prepare and submit the outreach programme for approval within one month from contract award.
- Ensure all communication and engagement activities are carried out professionally throughout the project duration.
2. Stakeholder Communication & Notifications
- Inform stakeholders on project scope, work schedules, timelines, and potential impacts (e.g. noise, dust, traffic, odour).
- Coordinate and notify stakeholders on pre-construction surveys.
- Provide regular updates on project progress and schedule changes.
3. Dialogue & Engagement Sessions
- Organise and lead engagement sessions with stakeholders, including: Property Owners Town Councils Management Corporations School Management Committees Community Centre Management Committees Other relevant parties
- Conduct awareness and briefing sessions on project activities and impacts.
- Maintain proper records of attendance and feedback.
4. Feedback, Complaints & Issue Resolution
- Investigate and manage public feedback and complaints relating to: Noise, dust, traffic, odour Safety and housekeeping Trees and boundary walls
- Provide timely responses and coordinate with project teams to ensure effective resolution.
5. Publicity Materials & Information Dissemination
- Design, prepare, and distribute notices, pamphlets, posters, and other PR materials.
- Ensure all materials are approved by relevant authorities prior to distribution.
- Disseminate publicity materials at least two weeks before commencement of each work stage.
6. Site Visits & Community Interaction
- Conduct regular visits to Town Councils, Community Clubs, and affected stakeholders.
- Gather feedback, address concerns, and keep stakeholders informed of project developments.
7. Documentation & Reporting
- Maintain proper records, including: Meeting minutes Feedback logs Distribution records
- Prepare and submit periodic reports to the Superintending Officer (S.O.) and Employer.
8. General PR & Coordination Duties
- Liaise with the Employer's Community Partnership Network (CPN) and Corporate Communications Group (CCG) on PR and media matters.
- Handle public complaints, provide appropriate responses, and ensure corrective actions are implemented.
- Support multimedia presentations where required.
- Be contactable 24/7 for urgent public relations matters.
Requirements:
- Minimum 5 years of relevant experience in public relations, communications, or stakeholder engagement.
- Minimum GCE O Level or equivalent qualification.
- Strong communication and interpersonal skills.
- Experience in handling public feedback and community engagement is preferred.
- Familiarity with multimedia presentation tools is an advantage.
- Must complete an approved communication course (e.g. Effective Communication for Public Relations Officer) within the first six months of appointment.
Additional Information:
- Appointment is subject to approval by the Superintending Officer (S.O.) and the Employer.
- The PRO will be required from project commencement until Substantial Completion.
- Candidate must be responsive, resourceful, and capable of managing sensitive situations effectively.
