Role Overview
WuXi Biologics is seeking a dedicated Safety Manager to lead the Workplace Safety and Health (WSH) functions for a high-profile greenfield construction project. You will be responsible for developing and enforcing comprehensive safety management plans that align with Singapore's stringent regulatory landscape (WSHA, BCA, MOM, and NEA). This role requires a proactive leader who can foster a safety-first culture, manage complex risk assessments, and ensure that all contractors and site personnel operate within the highest global and local safety standards.
Key Responsibilities
1. Safety Governance & Compliance
- Develop and implement site-specific safety management plans tailored to the scale of greenfield operations.
- Ensure 100% compliance with Singapore's Workplace Safety and Health Act (WSHA) and BCA guidelines.
- Stay ahead of regulatory changes and international best practices to maintain project integrity.
- Lead regular SHSS (Safety and Health Management System) inspections to ensure the site is always audit-ready for local authorities.
2. Risk Mitigation & Incident Management
- Lead the preparation and review of Risk Assessments (RA) and Method Statements for all construction activities.
- Manage the end-to-end incident investigation process, performing root cause analysis (RCA) and implementing corrective/preventive actions.
- Track safety metrics and report incidents to the Ministry of Manpower (MOM) and senior management in a timely manner.
3. Training & Culture
- Design and execute safety induction and specialized training programs for high-risk activities.
- Promote safety awareness through regular toolbox talks and briefings, ensuring a diverse workforce understands their individual responsibilities.
4. Subcontractor & Security Oversight
- Evaluate and audit the safety performance of all subcontractors, ensuring they hold valid certifications and insurance.
- Oversee site security operations and environmental health programs, including Pest Control and ECM (Earth Control Measures) to meet NEA requirements.
5. Emergency Preparedness
- Develop and test effective emergency response and evacuation plans.
- Coordinate regular drills (fire, medical, structural) and maintain strong liaisons with local emergency services.
Requirement:
- Bachelor's degree in Safety Management, Construction Management, Engineering, or a related field.
- Minimum 810 years in construction safety management, specifically on large-scale, complex projects.
- Required: WSQ Workplace Safety and Health (WSH) certification.
- NEBOSH or OSHA certification is preferred
- Regulatory Knowledge: In-depth understanding of Singapore's WSHA, BCA, MOM, and NEA standards.
- Ability to work under pressure and manage multiple competing safety concerns on a fast-paced site.
- Exceptional interpersonal skills with the ability to influence and train personnel at all levels.
- Knowledge of green construction practices and sustainability.
