Key Responsibilities
1.Safety Management & Compliance:
- Develop, implement, and maintain comprehensive safety management plans that are tailored to the scale and complexity of the greenfield project.
- Ensure all construction activities comply with Singapores Workplace Safety and Health Act (WSHA) and Building and Construction Authority (BCA) guidelines.
- Conduct regular safety audits and inspections to identify hazards, assess risks, and recommend corrective actions to ensure the work environment meets all safety standards.
- Stay up-to-date with changes in local safety regulations, construction standards, and international best practices related to health and safety, ensuring the projects compliance at all times.
2. Safety Training & Awareness:
- Ensure comprehensive safety training programs are ready for workers, contractors, and subcontractors, including inductions and specialized training for high-risk activities.
- Promote safety awareness across all levels of the project team through regular safety meetings, toolbox talks, and safety briefings.
- Foster a culture of safety-first mentality, ensuring that all employees and contractors recognize their individual responsibilities in maintaining a safe working environment
3. Risk Assessment & Mitigation:
- Lead the preparation and review of risk assessments and method statements for various construction activities, ensuring that risks are effectively controlled and mitigated.
- Implement a system for hazard identification, reporting, and incident investigation to ensure all accidents and near-misses are thoroughly investigated, with corrective actions and root cause analysis conducted.
- Oversee and ensure the correct use of personal protective equipment (PPE), safety signage, and other safety systems to reduce accidents.
4. Incident Management & Reporting:
- Manage and track all safety incidents and accidents, ensuring timely and accurate reporting to relevant authorities such as Singapores Ministry of Manpower (MOM).
- Provide timely and detailed incident investigations and develop action plans to prevent recurrence, implementing corrective and preventive actions.
- Produce regular safety performance reports for senior management, highlighting key metrics and areas for improvement.
5. Contractor and Subcontractor Safety Management:
- Evaluate safety performance of contractors and subcontractors, ensuring they adhere to project-specific safety protocols.
- Conduct safety audits and ensure that contractors provide appropriate documentation (e.g., safety certifications, equipment checks, and insurance).
- Lead and support contractors in the development of their own safety plans and ensure they are adequately implemented on-site.
6. Emergency Preparedness & Response:
- Develop, review, and implement effective emergency response and evacuation plans, ensuring that all personnel are trained and familiar with emergency procedures.
- Conduct regular emergency drills and tests to ensure all personnel know how to respond in case of an emergency, such as fire, structural failure, or medical emergencies.
- Coordinate with local emergency services and authorities to ensure that safety protocols are aligned with Singapores regulations and guidelines.
7. Security and House Keeping:
- Oversee and manage security operations at construction site
- Ensure active pest controlling and ECM programs in place to meet public health and safety standards considering NEA, BCA and other authorities requirements.
- Lead regular inspection to ensure construction site SHSS (Safety and Health Management System) in place and pass authority auditing.
Requirements
Bachelors degree or equivalent in Safety Management, Construction Management, Engineering, or a related field.
Minimum of 5-7 years of experience in construction safety management, with a strong track record in large-scale, complex construction projects
In-depth knowledge of Singapores Workplace Safety and Health Act (WSHA), BCA guidelines, and other local safety regulations.
Experience with safety management systems, risk assessments, HSE audits, and incident investigations in the construction industry
Strong communication and interpersonal skills, with the ability to engage and train a diverse range of personnel
Ability to work under pressure and manage multiple safety concerns on a large-scale project
Certification in Construction Safety Management (e.g., WSQ Workplace Safety and Health (WSH) certification
NEBOSH (National Examination Board in Occupational Safety and Health) or OSHA certification is highly desirable
Knowledge of green construction practices and sustainability in the context of safety
Fluency in Mandarin is a plus, given the bilingual nature of Singapores workforce
