Ensure overall success of a project, or a portfolio of projects, by ensuring that projects are delivered on time, within budget, meet business requirements and comply with governance framework, including security and resiliency
Manage and monitor project plan, project milestones, risk and change management to ensure delivery of the project on schedule, within scope and budget
Plan and manage the scope of the project, its objectives and desired outcomes, and ensure alignment of project to the business outcomes of the Authority
Plan and lead the development of the business case/concept paper and funding
Plan and lead the overall procurement activities, in particular Tender Specifications compilation, tendering, tender evaluation, recommendation & award
Lead the development of the overall project schedule & activities based on the appropriate methodology including identifying dependency, critical path, milestones and deliverables
Build comprehensive work plan and ensure all team members are on-board with delegated tasks and activities
Conduct regular work group meetings and provide project progress and status reports to stakeholders
Perform stakeholder management, including keeping the relevant stakeholders informed of the project status on a timely and regular basis
Manage processes and procedures covering issue and risk management
Manage the project schedule & lead activities towards the successful closure of the project including Performance Guarantee and Warranty Period
During project maintenance, lead the application maintenance and support services covering:
Problem and Incident Management (tracking, escalation, closure)
Audit and Security Services
Risk Management
Requirements
CITPM (Certified ICT Project Management Programme) or PMP (Project Management Professional) or COMIT (Certification in Outsourcing Management for IT) or an equivalent certification will be an added advantage
Hands-on experience in full project development life cycles
Knowledge of Singapore Government procurement and governance processes will be an added advantage
Knowledge of design thinking and workshop facilitation will be an added advantage
ii. Infrastructure specialisation (additional requirements)
Proven ICT project management experience, preferably in medium to large scale ICT projects in government sector
Experience in IT Infra Project Management (Systems, Cloud, Network, Facilities, Data Center)
Possess a proven and successful track record in delivering complex IT projects/programs
Hands-on IT professional with full SLDC lifecycle experience
Experience in a project management methodology - Prince2, PMP
Good knowledge of ICT infrastructure: Servers. Network, IT Security, end-user computing (EUC), ICT Operation
iii. Security specialisation (additional requirements)
Knowledge and experience on Use Cases and threat model development
Strong knowledge in Firewall, IPS, WAF, Proxy, API gateways and Network Security Architecture
Experience in SIEM, Security Architecture
Review and verify security requirements for new initiatives, for delivery of secured systems
Strong understanding and experience of Singapore Government security standards and compliance
Familiar with Singapore Government data security policies and governance
iv. Change Management specialisation (additional requirements)
A solid understanding of how people go through a change and the change process
Experience and knowledge of change management principles, methodologies and tools
Acute business acumen and understanding of organizational issues and challenges
Experience with large-scale organizational change efforts
Change management certification or designation desired.
