Job Description

A Project Manager is responsible to,

.Ensure overall success of a project, or a portfolio of projects, by ensuring that projects are delivered on time, within budget, meet business requirements and comply with governance framework, including security and resiliency

.Manage and monitor project plan, project milestones, risk and change management to ensure delivery of the project on schedule, within scope and budget

.Plan and manage the scope of the project, its objectives and desired outcomes, and ensure alignment of project to the business outcomes of the Authority

.Plan and lead the development of the business case/concept paper and funding

.Plan and lead the overall procurement activities, in particular Tender Specifications compilation, tendering, tender evaluation, recommendation & award

.Lead the development of the overall project schedule & activities based on the appropriate methodology including identifying dependency, critical path, milestones and deliverables

.Build comprehensive work plan and ensure all team members are on-board with delegated tasks and activities

.Conduct regular work group meetings and provide project progress and status reports to stakeholders

.Perform stakeholder management, including keeping the relevant stakeholders informed of the project status on a timely and regular basis

.Manage processes and procedures covering issue and risk management

.Manage the project schedule & lead activities towards the successful closure of the project including Performance Guarantee and Warranty Period

.During project maintenance, lead the application maintenance and support services covering,

.Contract Management

.Service Level Management (SLA)

.Service/Change Request Management (scope, schedule, budget, prioritisation)

.Problem and Incident Management (tracking, escalation, closure)

.Audit and Security Services

.Risk Management

SKILLS SET AND TRACK RECORD:

.Tertiary Education in relevant fields is preferred

.CITPM (Certified ICT Project Management Programme) or PMP (Project Management Professional) or COMIT (Certification in Outsourcing Management for IT) or an equivalent certification will be an added advantage

.Hands-on experience in full project development life cycles

.ICT project management and people management skills

.Analytical, conceptualisation and problem-solving skills

.Knowledge of Singapore Authority procurement and governance processes will be an added advantage

.Knowledge of design thinking and workshop facilitation will be an added advantage

.Results and customer oriented

.Team player with organization and people management skills

.Good written, verbal communication, presentation and negotiation skills

Familiar with Singapore government data security policies and governance Alternative Change Management Skills Set and Experience for Project Manager

.A solid understanding of how people go through a change and the change process

.Experience and knowledge of change management principles, methodologies and tools

.Exceptional communication skills, both written and verbal

.Excellent active listening skills

.Ability to establish and maintain strong relationships

.Ability to influence others and move toward a common vision or goal

.Problem solving and root cause identification skills

.Able to work effectively at all levels in an organization

.Must be a team player and able to work collaboratively with and through others

.Acute business acumen and understanding of organizational issues and challenges

.Familiarity with project management approaches, tools and phases of the project lifecycle

.Experience with large-scale organizational change efforts

.Change management certification or designation desired

.Hands-on experience in full project development life cycles
