Project Manager Transmission & Data

About the Role

We are seeking an experienced Project Manager - Transmission & Data to oversee the end-to-end delivery of enterprise telecommunications infrastructure and transmission network projects. In this role, you will lead project execution from initial scoping through to commissioning and handover, ensuring delivery within schedule, scope, and budget. You will serve as the operational bridge between enterprise clients, sales teams, engineering divisions, and regional network vendors.

Key Responsibilities

• End-to-End Project Delivery: Direct and coordinate full project lifecycles for transmission, data connectivity, and fixed-line telecom implementations (including SDH, DWDM, IP-VPN, and MPLS networks).

• Vendor & Carrier Management: Liaise with local loop providers, sub-contractors, and regional carriers to facilitate smooth service provisioning, site surveys, cross-connects, and equipment installation.

• Governance, Cost & Schedule Control: Oversee project scheduling, resource allocation, and budget tracking. Implement risk mitigation strategies to prevent delivery delays and cost overruns.

• Pre-Sales & Solutions Alignment: Partner with Account Managers during the pre-sales phase to assess delivery feasibility, review technical project scope, and support CRM pipeline updates.

• Service Provisioning & Knowledge Management: Monitor internal provisioning workflows and order-management systems maintain accurate technical documentation, delivery SOPs, and knowledge repositories.

• Stakeholder Engagement: Facilitate regular progress meetings, manage acceptance sign-offs, and deliver status reports to client project sponsors and executive management.

• Operational Agility: Undertake ad-hoc technical or project-related assignments to support evolving operational requirements.

Requirements & Qualifications

Education: Bachelor's Degree, Professional Degree, or Advanced Diploma in Telecommunications, Electrical/Electronic Engineering, Computer Engineering, Information Technology, or a related discipline.

Work Experience: Minimum 4 years of technical project management or provisioning experience within the telecommunications service provider or carrier industry.

Domain Knowledge: Strong working knowledge of carrier-grade transmission and data technologies (e.g., Optical Transmission/DWDM, OTN, Ethernet, IP/MPLS, Leased Lines).

Industry Background: Prior experience collaborating with regional telecommunications carriers, tier-1 operators, or cross-border network service providers (particularly across the APAC and Greater China regions) is an advantage.

Language Proficiency:

Full professional working proficiency in English (written and spoken) is required.

Professional fluency in spoken and written Mandarin is required, and conversational Cantonese is advantageous, to communicate directly with non-English-speaking regional engineering teams, vendor NOCs, and enterprise client stakeholders based in Greater China.

Skills & Competencies:

Proficiency in CRM platforms and project delivery management tools.

Strong client-facing communication, contract coordination, and negotiation skills.

Relevant professional certifications (e.g., PMP, PRINCE2, CCNA/CCNP) are preferred.
