Role Overview
We are seeking a high-caliber Project Manager to join our team at the strategic Tender Stage. The successful candidate will be instrumental in securing Projects by leading the technical proposal and cost optimization strategies. Upon award, you will transition into the lead operational role,taking full ownership of site execution, authority management, and P&L responsibility.
Key Responsibilities
Phase I: Tender & Strategy (Pre-Award)
- Technical Writing: Lead the preparation of the Technical Proposal, including detailed Method Statements, Site Management Plans, and Project Schedules.
- Cost Optimization: Collaborate with the Tendering/Contracts team to identify Value Engineering opportunities to make our bid more competitive without compromising quality.
- Site Reconnaissance: Conduct thorough site visits to identify potential risks (e.g., utility clashes, traffic constraints, neighborhood concerns) and incorporate mitigation strategies into the bid.
- PQM Management: Ensure the proposal scores high on the Price Quality Method (PQM) framework by highlighting safety records and innovative construction techniques.
Phase II: Project Leadership (Post-Award)
- Authority Liaison: Act as the Project representative to LTA, BCA, NEA, and PUB. Secure all necessary clearances and Temporary Occupation Licenses (TOL).
- Project Governance: Oversee the master construction programme (P6) to ensure timely completion of all civil, structural, and architectural milestones.
- Contractual Management: Manage all contractual matters, including the identification of Variation Orders (VOs), Extension of Time (EOT) claims, and negotiation with subcontractors.
- Financial Accountability: Monitor project budget, cash flow, and resource allocation to ensure the project meets or exceeds its profit margins.
- Safety & Quality: Implement a robust WSH framework and Quality Assurance plan.
Experience & Qualifications
- Educational Background: Degree in Civil Engineering or Building (must be recognized by the Professional Engineers Board (PEB) or BCA).
- LTA Track Record: Minimum 10 years of experience in Singapore construction, with at least 5 years specifically managing infrastructure or architectural term contracts.
- Tender Expertise: Proven experience in contributing to or leading successful tender submissions for LTA / HDB projects.
- Software Proficiency: Expert knowledge of Primavera P6, Microsoft Project, and BIM (Building Information Modelling) workflows.
- Leadership: Demonstrated ability to lead a diverse team of Site Engineers, Supervisors, and Subcontractors under tight deadlines.
