Job Description
Location: Tuas West Region, Singapore
Role Overview
The Project Manager will be responsible for managing projects end-to-end, from initial sourcing and planning through execution, handover and close-out.
This is a hands-on project management role requiring strong knowledge of building works and facilities projects, with the ability to work closely with clients, contractors, consultants, suppliers and internal stakeholders to deliver projects safely, on time, within budget and to the required quality standards.
The ideal candidate should have experience working at ground level on project sites, rather than purely in a planning or coordination capacity.
Key Responsibilities
Project Planning & Development
- Manage projects from concept, scope definition and sourcing through execution and final handover.
- Understand client requirements and translate them into clear project scope, deliverables and execution plans.
- Develop project schedules, budgets, resource plans and procurement strategies.
- Conduct site surveys and assess existing infrastructure, building conditions and project requirements.
- Identify project risks, dependencies and potential constraints at an early stage.
Building Works & Project Execution
- Lead and manage building, renovation, fit-out, refurbishment and facilities setup projects.
- Manage day-to-day project execution at site, ensuring work is progressing according to approved plans and specifications.
- Coordinate civil, architectural, M&E, HVAC, electrical, plumbing and other relevant building services works.
- Review drawings, BOQs, specifications, method statements and project schedules.
- Coordinate contractors, subcontractors, consultants, suppliers and site teams.
- Conduct regular site inspections and ensure quality, safety and compliance requirements are met.
- Resolve site issues and coordinate corrective actions to maintain project timelines.
Procurement & Contractor Management
- Support sourcing and selection of contractors, consultants and vendors.
- Obtain and evaluate quotations, scope of work and commercial proposals.
- Manage contractor performance, progress and deliverables.
- Monitor project costs, variations, claims and change requests.
- Ensure procurement activities are aligned with project requirements and approved budgets.
Stakeholder & Client Management
- Act as the key project contact for clients and internal stakeholders.
- Provide regular project updates covering progress, cost, risks, issues and milestones.
- Lead project meetings and coordinate actions across multiple stakeholders.
- Manage expectations and ensure successful delivery of projects in line with client requirements.
Handover & Close-Out
- Ensure projects are completed according to agreed specifications, timelines and quality standards.
- Coordinate testing, commissioning, defect rectification and final handover.
- Ensure completion documentation, drawings, warranties, manuals and other project records are properly maintained.
- Conduct project close-out and lessons-learned reviews.
Required Experience & Qualifications
- Degree/Diploma in Civil Engineering, Building, Construction, Facilities Management, M&E Engineering or a related discipline.
- 5–10+ years of project management experience, preferably in building works, construction, facilities management or infrastructure projects.
- Strong hands-on experience managing building works and facilities setup projects.
- Experience working in an industrial, pharmaceutical, manufacturing, laboratory, data centre or similarly complex environment is highly preferred.
- Proven experience managing projects from sourcing/procurement through execution and handover.
- Strong understanding of construction and building works, including civil, architectural and M&E services.
- Experience managing contractors, consultants, vendors and site teams.
- Strong understanding of project cost, schedule, quality, safety and risk management.
- Good knowledge of Singapore workplace, construction and safety requirements.
- Strong communication, stakeholder management and negotiation skills.
- Proficient in MS Project, Primavera or other project scheduling tools, as well as Microsoft Office.
Preferred Profile
We are particularly interested in candidates who:
- Have strong site-based project management experience.
- Have personally managed projects from initial sourcing and quotation through construction/execution and final handover.
- Have experience delivering projects within live industrial or pharmaceutical environments, where safety, compliance and operational continuity are critical.
- Can independently manage contractors and resolve technical/site issues.
- Are comfortable being hands-on at site and working closely with engineering, facilities, operations and client teams.
- Have a strong commercial understanding and are able to manage project budgets, variations and vendor performance.
