Management of ICT Application Contracts and Operating Budget
Manage ICT application contracts to ensure project and application vendors fulfil their contractual obligations
Track project expenditure and ensure alignment with the approved budget utilisation
Provide administrative support across all aspects of ICT procurement, including budget requests, calling of tenders / requests for quotation / small value purchases, evaluation and award, raising purchase requisitions and purchase orders, goods receiving, as well as invoice tracking, verification, and certification
Manage and monitor defects, issues, and incidents relating to the Authority's IT applications and services to ensure compliance with agreed service level agreements
Develop guidelines, processes, and procedures to continuously improve incident management, escalation, and system monitoring
Provide application support across all stages of the IT application lifecycle
Management of ICT Application Security and Compliance
Ensure compliance with Application Architecture, Agency IT Policies, and Government IM8 policies relating to ICT application services
Ensure security patches for ICT applications are updated in a timely manner in accordance with IM8 policy
Perform user access provisioning and user access control, including periodic user access reviews and log reviews
Facilitate and support IT audit activities with relevant stakeholders
Manage and support ad hoc security scans, patches, and other security measures as required
IT Operations Support
Resolve escalated IT cases accurately and in a timely manner
Collate and report IT application and operations statistics
Manage, support, and track IT change management activities
Track, manage, and ensure compliance of IT operational tasks and activities in accordance with IT Policies and Standard Operating Procedures to uphold and maintain process standards
Undertake ad hoc IT operations assignments and tasks arising from projects or day-to-day operations
Provide secretariat support for meetings and forums
Qualifications
At least 7 years of relevant work experience in IT project management
Knowledge of IT security and infrastructure design and implementation, as well as working knowledge of software development methodologies and tools such as Microsoft Office and .NET framework, will be preferred
Experience in delivering and operating Government IT projects will be an advantage

Operational Management: Capable of developing and executing operational strategies to ensure system reliability and availability in support of business objectives
IT Compliance and Quality Assurance: Able to understand IT management and quality management policies to ensure processes adhere to established policies and guidelines
Communication and Stakeholder Management: Proficient in delivering clear and persuasive written and verbal communication to effectively engage stakeholders
Personal Effectiveness: Able to manage multiple tasks and organise work effectively in a dynamic and fast-paced environment, while working independently and collaboratively with strong interpersonal skills
