Job Description

Job Role:

A competent and driven Project Manager to support the successful execution of the Toa Payoh Integrated Development project.

The incumbent will play a key role in overseeing project planning, coordination, and delivery, ensuring the project is completed on time, within budget, and in accordance with quality, safety, and regulatory standards. To take charge of ISH & AQC superstructural construction and finishing works. Control of offsite fabrication & delivery of structure elements.

This role requires strong leadership, stakeholder management, and technical expertise in large-scale integrated or mixed-use developments.

He/She reports to the Senior Project Manager / Project Director / Senior Project Director and is stationed at the project site, with occasional visits to HQ for meetings.

Job Description:

Project Planning & Execution & Operation

  • Lead the overall planning, scheduling, operation and execution of the project lifecycle from inception to completion.
  • Monitor project progress against established timelines, budgets, and performance targets.
  • Develop and maintain construction programmes, resource plans, and work schedules.
  • Identify potential risks and implement mitigation strategies to ensure minimal disruption.

Contract & Cost Management

  • Assist in the management of project budgets, cost control, and financial reporting.
  • Review and administer contracts, including main contracts, subcontracts, and consultancy agreements.
  • Evaluate orders, claims, and progress payments with consultants and contractors.
  • Ensure compliance with contractual obligations and company policies.

Stakeholder Coordination

  • Coordinate effectively with clients, consultants, contractors, subcontractors, and authorities.
  • Serve as a key point of contact to ensure smooth communication and resolution of project issues.
  • Attend and lead project meetings, including progress, coordination, and technical discussions.
  • Liaise with relevant government agencies to ensure compliance with regulatory requirements.

Technical & Design Management

  • Review design drawings, specifications, and technical submissions for compliance and constructability.
  • Work closely with design consultants to resolve design issues and optimize buildability.
  • Ensure integration of multiple components typical of an integrated development (e.g., residential, retail, commercial, transport interfaces where applicable).

Quality, Safety & Compliance

  • Ensure all works comply with Singapore's building regulations, codes, and standards (e.g., BCA, MOM, SCDF requirements).
  • Promote and enforce strict adherence to Workplace Safety & Health (WSH) standards.
  • Monitor quality assurance and quality control processes throughout the project lifecycle.
  • Conduct site inspections and audits to ensure compliance with specifications and safety requirements.

Team Leadership & Reporting

  • Support or lead project teams, including site engineers and coordinators.
  • Provide guidance, mentorship, and performance management to junior staff.
  • Prepare and present regular project reports to senior management and stakeholders.
  • Drive a collaborative and high-performance working environment.

Job Requirements:

Qualifications

  • Degree in Civil Engineering, Construction Management, Architecture, or related discipline.
  • Professional certifications (e.g., PE, PMP) are advantageous for Project Manager level.

Experience

  • Minimum 10 years of experience, with proven track record in managing large-scale projects.
  • Prior experience in integrated developments, mixed-use projects, or large public sector projects will be highly advantageous.
  • Experience working with main contractors or developers in Singapore is preferred.

Technical Competencies

  • Strong knowledge of construction methodologies, authority submission processes, and local regulations.
  • Proficiency in project management tools (e.g., Primavera P6, MS Project).
  • Familiarity with BIM processes and digital construction workflows is an advantage.

Soft Skills

  • Excellent leadership, communication, and interpersonal skills.
  • Strong problem-solving and decision-making abilities.
  • Ability to manage multiple stakeholders and work under pressure in a fast-paced environment.
  • Detail-oriented with strong organizational capabilities.
