Job Description

Job Title: Project Manager - Industrial Development (JTC Land)

Location: Singapore
Industry: Industrial / Real Estate Development
Reporting to: Head of Projects / Development Director

JOB PURPOSE

To lead the full development cycle of industrial projects on JTC land, including planning, design, authority approvals, construction management, and handover. The role involves close coordination with consultants, contractors, internal stakeholders, and government agencies to ensure successful and compliant delivery of light or heavy industrial facilities (e.g., factories, logistics centers, warehouses, tech buildings).

KEY RESPONSIBILITIES

1. Project Planning & Feasibility

  • Conduct feasibility studies, site analysis, and planning assessments in accordance with JTC lease conditions, land zoning, and industrial usage guidelines.
  • Prepare initial project development proposals, high-level cost estimates, and project timelines.
  • Work with internal teams and consultants to determine optimal site layout, GFA utilization, and functional requirements based on tenant or business needs.
  • Engage with JTC and URA early to assess development control parameters.

2. Design Development & Authority Submissions

  • Lead coordination of architectural, civil, structural, and M&E consultants in preparing conceptual and detailed design.
  • Ensure alignment with JTC's technical requirements, Urban Redevelopment Authority (URA) guidelines, and industry-specific needs (e.g., cleanrooms, heavy loading areas).
  • Manage all authority submissions and obtain required clearances from BCA, NEA, PUB, SCDF, LTA, NParks, and especially JTC's Plan Lodgment and BP submission systems.
  • Ensure EHS (Environment, Health & Safety) and sustainability standards (e.g., Green Mark) are integrated into design.

3. Procurement & Budget Management

  • Develop project budgets, cost plans, and cash flow forecasts.
  • Oversee tender process for consultants, contractors, and suppliers - including preparation of tender documentation and evaluation.
  • Work closely with QS and procurement teams to appoint main contractors and major trades.
  • Monitor and manage project expenditure, ensuring cost efficiency and alignment with budget.

4. Construction Supervision & Execution

  • Oversee main contractor and site teams to ensure construction progresses according to schedule, specifications, and safety standards.
  • Lead regular site coordination meetings and resolve construction-related issues promptly.
  • Monitor quality assurance (QA/QC), manage change orders, and oversee value engineering where necessary.
  • Manage progress claims, VO evaluations, and contractor payments in coordination with finance team.

5. Stakeholder & Authority Management

  • Act as primary liaison with JTC throughout the project - from land possession, plan lodgment, BP clearance, to TOP and lease compliance.
  • Coordinate closely with end-users (if build-to-suit), internal business units, and tenants to meet operational requirements.
  • Address feedback from regulatory bodies and ensure prompt rectification of non-compliances or delays in approvals.

6. Completion, TOP & Handover

  • Manage the TOP/CSC process and ensure all statutory inspections and clearances are completed (BCA, SCDF, PUB, etc.).
  • Coordinate final inspections, testing & commissioning (T&C), and DLP (Defects Liability Period) activities.
  • Ensure proper documentation, O&M manual submission, and smooth handover to occupants or facilities team.

KEY STAKEHOLDERS

  • External: JTC Corporation, URA, BCA, SCDF, PUB, LTA, consultants, contractors, tenants
  • Internal: Development, Finance, Legal, Facilities, End-User Departments

REQUIREMENTS

  • Bachelor's Degree in Civil Engineering, Building, Construction Management, Architecture, or related field.
  • Minimum 6-10 years of experience in industrial or commercial development projects in Singapore.
  • Strong understanding of JTC land development processes, lease conditions, and plan lodgment systems.
  • Proven track record in delivering multi-million dollar industrial projects (e.g., logistics warehouses, factories, R&D facilities).
  • Familiar with authority submission workflows, especially under BCA, JTC, and SCDF.
  • PMP certification or equivalent is an advantage.
  • Strong leadership, communication, and problem-solving abilities.
