Project Manager - GCC, SingPass, GIRO/ PayNow, Payment Gateways

Role Overview

This role is responsible for managing operations and project delivery for Common Services Provider and Common Payment Gateway (SII systems) that support multiple Government Application eServices. The position ensures system stability, vendor performance, and compliance, while driving project execution across critical, internet-facing platforms hosted on AWS/GCC infrastructure.

Key Responsibilities

Systems Operations & Infrastructure

• Oversee daily operations and performance of critical SII systems, ensuring high availability for internet-facing eServices.

• Manage AWS/GCC cloud infrastructure, including hosting environments and resource utilisation.

• Ensure business continuity with no unplanned downtime outside maintenance windows.

• Coordinate with external vendors to deliver Change Requests on time and to required quality standards.

• Lead audit, compliance, and security remediation activities in line with governance requirements.

• Manage service requests, budgeting, and operational planning for system enhancements and support.

Project Management & Delivery

• Develop and manage project plans, timelines, resource allocation, and budgets.

• Drive end-to-end project delivery, ensuring alignment with scope, cost, quality, and schedule.

• Lead cross-functional teams and stakeholder engagement across business and technical domains.

• Conduct risk assessments, mitigation planning, and issue resolution.

• Facilitate project governance, reviews, and status reporting, including executive dashboards.

• Coordinate user acceptance testing (UAT) and deployment activities.

• Apply Agile and Waterfall methodologies to ensure structured and efficient delivery.

Technical & Domain Expertise

• Minimum 5+ years of project management experience, preferably within the government/public sector.

• Proven experience managing critical government systems and internet-facing eServices.

• Strong knowledge of Government IM8 policies and compliance frameworks.

• Hands-on experience with AWS or GCC cloud environments.

• Experience supporting government digital transformation initiatives.

• Familiarity with authentication gateway integrations, including Active Directory, Singpass, and Corppass.

• Experience with payment gateway integrations, including connections to banks supporting GIRO, PayNow, and similar payment methods.

• Exposure to financial institutions or payment platforms such as DBS and Stripe.

Project Management

• Certifications such as PMP, CITPM, or equivalent are preferred.

• Strong experience in stakeholder management, contract management, procurement, budgeting, and resource planning.

• Proven capability in risk management and change management.
