Project Manager

Overview

We are seeking an experienced Project Controls Manager to lead and oversee all project controls functions for major industrial EPC projects. The successful candidate will be responsible for ensuring effective project governance across cost control, planning and scheduling, change management, risk management, financial reporting, and project performance monitoring. This role requires strong leadership, commercial acumen, and the ability to work closely with project stakeholders, clients, subcontractors, and internal teams to ensure successful project delivery.

Key Responsibilities

Project Controls Leadership

  • Lead and manage the Project Controls team, including Cost Engineers, Planning Engineers, and Change Coordinators.
  • Establish and maintain project controls processes, systems, and reporting structures in compliance with contractual obligations and client corporate standards.
  • Ensure project controls services are delivered effectively across all project phases.

Cost & Financial Management

  • Manage and oversee project cost control, financial forecasting, cash flow management, and Value of Work Done (VOWD) reporting.
  • Ensure accurate cost performance monitoring and financial reporting to project management and clients.
  • Lead project invoicing activities, including management of mixed reimbursable and lump-sum contract arrangements.
  • Develop and maintain project cost baselines and financial reporting frameworks.

Planning, Scheduling & Progress Management

  • Oversee the development, maintenance, and integration of project schedules using Primavera P6.
  • Ensure progress measurement systems are established and maintained to accurately track project performance.
  • Monitor schedule performance and provide timely reporting and analysis to stakeholders.
  • Ensure approved project baselines for planning and progress measurement are maintained throughout the project lifecycle.

Change Management

  • Manage and oversee the project's change control process.
  • Evaluate, document, and monitor project changes, ensuring contractual compliance and proper impact assessments.
  • Coordinate with commercial and project teams to ensure timely resolution and implementation of approved changes.

Risk Management

  • Support the Project Manager in implementing project risk management strategies.
  • Lead and facilitate risk assessment workshops and reviews.
  • Monitor project risks and opportunities, ensuring mitigation plans are developed and tracked.
  • Prepare and present risk management reports to project leadership and stakeholders.

Stakeholder & Contract Management

  • Work closely with procurement, subcontract, commercial, and project management teams to ensure alignment on project objectives.
  • Manage subcontractor performance related to project controls activities.
  • Ensure project administration structures, governance processes, and reporting requirements are established and maintained.
  • Present project status updates covering cost, finance, schedule, progress, change management, and risk management to senior management and clients.

Requirements

  • Bachelor's Degree in Engineering, Project Management, Construction Management, Quantity Surveying, or a related discipline.
  • Proven experience leading Project Controls teams on industrial EPC projects valued at USD 100 million or more within the Oil & Gas, Energy, Petrochemical, Infrastructure, or related industries.
  • Strong hands-on experience in Cost Control, Planning & Scheduling, Change Control, and Risk Management.
  • Proficiency in Primavera P6 and industry-standard ERP/financial systems such as SAP or Microsoft Dynamics.
  • Strong commercial and contractual awareness with the ability to interpret and manage complex project contracts.
  • Excellent leadership, stakeholder management, communication, and presentation skills.
  • Ability to work in a fast-paced, multinational project environment.
  • Flexibility and willingness to travel and undertake international assignments as required.

Preferred Qualifications

  • Professional certifications in Project Management, Project Controls, Planning, Cost Engineering, or Risk Management are advantageous.
  • Experience working on large-scale international EPC projects.
  • Knowledge of project governance frameworks, earned value management, and project performance measurement systems.
