Project Manager - Digital Transformation (Websites & CRM Systems)

Role Overview

As a Project Manager for Digital Transformation, you will lead and coordinate complex technology initiatives focused on modernising the organisation's websites and CRM systems. You will be responsible for managing end-to-end project delivery from initiation through closure, ensuring successful implementation of AI-powered customer experience solutions and digital platform transformations. Working closely with product managers, technical teams, and business stakeholders, you will drive project excellence by establishing clear governance frameworks, managing risks, and delivering projects on time, within budget, and to specification.

Your primary focus will be orchestrating the transformation of legacy CRM systems into modern AI-powered solutions and overseeing the development of internet-facing applications, including knowledge management systems and self-service platforms for parents and educators.

Key Responsibilities

Project Leadership and Governance Establish and maintain comprehensive project governance frameworks for website and CRM transformation initiatives. Develop detailed project charters, scope statements, and work breakdown structures that align with business objectives and technical requirements. Lead project steering committees and provide regular status reporting to senior leadership and stakeholders.

Cross-Functional Team Coordination Manage diverse project teams including product managers, developers, business analysts, UX designers, and vendor partners. Facilitate effective collaboration between headquarters and schools, ensuring clear communication channels and accountability frameworks. Coordinate with procurement teams for vendor selection and contract management activities.

CRM System Migration Management Oversee complex migration projects from legacy bespoke CRM systems to modern AI-powered SaaS solutions. Develop comprehensive migration strategies that ensure data integrity, system integration, and minimal service disruption. Manage proof-of-concept and proof-of-value initiatives, coordinating testing phases and stakeholder feedback collection.

Website Development Project Management Lead projects for transforming legacy systems into modern internet-facing applications, including mother tongue language appeals platforms and knowledge management systems. Manage development timelines, resource allocation, and quality assurance processes whilst ensuring compliance with government security standards and data governance requirements.

Risk Management and Quality Assurance Identify, assess, and mitigate project risks throughout the project lifecycle. Establish quality gates and acceptance criteria for deliverables, ensuring solutions meet user requirements and performance standards. Develop contingency plans for critical project dependencies and potential disruptions.

Stakeholder Management and Communication Maintain strong relationships with business stakeholders, technical teams, and external vendors. Facilitate regular project meetings, workshops, and training sessions. Ensure clear communication of project progress, issues, and decisions to all relevant parties.

Budget and Resource Management Develop and manage project budgets, tracking expenditure against approved allocations. Optimise resource utilisation across multiple concurrent projects, ensuring efficient allocation of team members and vendor resources. Monitor project financials and provide regular budget reporting.

Change Management and Training Develop and implement change management strategies to support user adoption of new systems. Coordinate training programmes for staff transitioning from legacy systems to new platforms. Ensure smooth handover from project delivery to business-as-usual operations.

Essential Requirements

• Minimum 5 years of project management experience with demonstrated success in delivering complex technology transformation projects
• Proven experience managing CRM system implementations and migrations, preferably in government or public sector environments
• Strong knowledge of project management methodologies including Agile, Waterfall, and hybrid approaches
• Experience with website development projects and internet-facing application delivery
• Demonstrated expertise in managing vendor relationships and procurement processes
• Understanding of AI implementation projects and proof-of-concept management
• Knowledge of government data governance, security protocols, and compliance requirements
• Experience with change management and user adoption strategies for technology transformations
• Excellent stakeholder management and communication skills with ability to influence at all organisational levels
• Strong analytical and problem-solving capabilities with focus on risk identification and mitigation
• Proficiency with project management tools and methodologies (PMP, PRINCE2, or equivalent certification preferred)

Preferred Qualifications

• Experience with Singapore Government Tech Stack and Whole-of-Government technology initiatives
• Background in education sector or public service digital transformation projects
• Knowledge of AI and machine learning project implementation
