1. Role Overview

The Senior Project Executive leads day-to-day execution of government projects, ensuring alignment with contractual requirements, public-sector governance standards, and stakeholder expectations. The role provides coordination across project teams, vendors, and government agencies to drive successful delivery of complex solutions such as ICT systems, learning technologies, smart campus solutions, operational platforms and infrastructure programmes.

2. Key ResponsibilitiesProject Management and Delivery

Manage end-to-end delivery of assigned workstreams, including planning, scope management, budget tracking, issue resolution and quality assurance.

Develop project schedules, resource plans, and risk registers aligned to government PMO and audit requirements.

Ensure compliance with procurement processes, security policies, PDPA, IM8 and other government standards.

Oversee system implementation activities, including design workshops, integration activities, testing cycles, UAT, deployment and transition to operations.

Track milestones, dependencies, and deliverables across integrators, subcontractors and internal product teams.

Stakeholder Management

Serve as the primary day-to-day contact for government stakeholders and project authorities.

Facilitate steering committee updates, PMT meetings, technical working groups and vendor reviews.

Prepare professional documentation including progress reports, decision papers, change requests, dashboards and status updates.

Coordinate communications and manage expectations across cross-functional teams.Risk, Issues, and Change Management

Identify project risks, develop mitigation plans, and ensure escalation pathways are followed.

Manage change requests, alignment to budgets and approval workflows.Ensure timely resolution of issues through structured follow-ups and documentation

Operational & Administrative Support

Maintain project artefacts, tender documents, design documentation, test records and audit trails in accordance with PMO guidelines.

Support financial governance including invoicing, milestone claims and resource utilization tracking.

Ensure project documentation meets public-sector audit and compliance requirements.

3. Requirements

Diploma in Engineering, ICT, Business, Project Management or equivalent.

Strong coordination, communication, and documentation skills.

Ability to work collaboratively with internal teams and external stakeholders.

Strong understanding of government procurement, security requirements and project delivery methodologies.

Excellent communication, stakeholder management and coordination skills.

3 7 years of working experience; Prior experience with government agencies is preferred; exposure to the Ministry of Home Affairs (MHA) or its related agencies will be an added advantage

PMP/ Agile certification is an advantage.
