Job Description

Job Summary

We are looking for a highly capable and hands-on Project Engineer with strong experience in rail engineering, electrical systems, signalling systems, point machines, cable laying, cable termination, testing, commissioning, decommissioning, and site coordination.

The ideal candidate must be technically strong, safety-conscious, well-organised, and able to work closely with clients, subcontractors, supervisors, and site teams to ensure works are carried out safely, correctly, and on schedule. This role requires someone who can manage both engineering execution and day-to-day site/project coordination in a rail environment.

The candidate should have a good understanding of railway systems and be confident in handling electrical-related works from planning to execution, including troubleshooting and coordination during possession or engineering hours.

Key Responsibilities

1. Project Planning & Coordination

  • Plan, coordinate, and execute rail engineering projects in accordance with project specifications, drawings, method statements, work instructions, and client requirements.

  • Support the Project Manager in overall project execution, scheduling, resource planning, and site coordination.

  • Coordinate site activities for works involving:

    • Point machines

    • Signalling systems

    • Cable laying

    • Cable containment / routing

    • Cable termination

    • Testing and commissioning

    • Decommissioning and reinstatement works

    • Electrical modification / installation works

  • Prepare and monitor work schedules, manpower deployment, material requirements, tools, equipment, and access arrangements.

  • Liaise closely with clients, consultants, main contractors, subcontractors, suppliers, and internal teams to ensure timely progress of works.

  • Attend site meetings, coordination meetings, toolbox meetings, and technical discussions as required.

2. Technical & Engineering Duties

  • Review technical drawings, single line diagrams, schematics, cable schedules, layout drawings, signalling drawings, and work procedures before execution.

  • Interpret engineering requirements and ensure works are carried out in compliance with approved drawings and technical specifications.

  • Supervise and support electrical and rail-related installation works, including:

    • Installation, replacement, adjustment, and maintenance support for point machines

    • Signalling equipment installation / removal / replacement

    • Power and control cable laying

    • Cable tagging, glanding, dressing, and termination

    • Meggering, continuity testing, and other electrical tests where applicable

    • Decommissioning of old systems and reinstatement of new systems

  • Troubleshoot on-site technical issues and work with relevant stakeholders to resolve engineering and site problems effectively.

  • Ensure proper coordination of interfaces between civil, track, signalling, electrical, and other railway systems where required.

  • Verify that all installations and terminations are done according to required standards, approved drawings, and quality requirements.

  • Support testing, pre-commissioning, commissioning, cut-over, changeover, and handover activities.

3. Site Supervision & Execution

  • Supervise site teams, subcontractors, technicians, and workers to ensure safe and proper work execution.

  • Ensure all site works are carried out according to approved procedures, risk assessments, permits, and safety requirements.

  • Monitor site productivity, workmanship, progress, and compliance with project milestones.

  • Conduct site inspections and ensure defects, non-conformances, and punch list items are rectified promptly.

  • Ensure proper housekeeping, material handling, and tool control at site.

  • Be prepared to work during night shifts, engineering hours, possession hours, weekends, and public holidays when project works require.

4. Safety, Quality & Compliance

  • Ensure compliance with workplace safety requirements, railway safety rules, company SOPs, and client safety standards at all times.

  • Participate in preparation and implementation of:

    • Method Statement and Risk Assessments (MSRA)

    • Safe Work Procedures / Method Statements

    • Permit-to-work requirements

    • Job safety briefings / toolbox talks

  • Ensure workers are properly briefed and equipped with the required PPE, tools, and work instructions before work starts.

  • Monitor compliance with quality standards, inspection requirements, and testing records.

  • Ensure documentation, installation records, test results, checklists, and handover documents are properly maintained.

5. Documentation & Reporting

  • Prepare and submit daily site reports, progress updates, manpower records, work completion reports, and technical documentation.

  • Assist in preparing method statements, material submissions, inspection requests, red-line markups, as-built records, and handover documentation.

  • Track project issues, variation works, delays, access constraints, and technical concerns, and escalate when necessary.

  • Maintain proper records of materials used, cable routes, terminations, testing results, and site changes.

  • Support commercial and planning teams with site information relevant to claims, variations, quotations, and progress tracking where required.

6. Teamwork & Communication

  • Work closely with project managers, engineers, supervisors, coordinators, safety personnel, and technical teams to ensure smooth project delivery.

  • Communicate effectively with all levels of stakeholders, including management and frontline site personnel.

  • Provide technical guidance to junior engineers, supervisors, and site workers where needed.

  • Maintain a positive, responsible, and team-oriented attitude in a fast-paced project environment.

Requirements

Education

  • Diploma or Degree in Electrical Engineering, Electronics Engineering, Mechatronics, Railway Engineering, or related engineering discipline.

Experience

  • Minimum 3 years of relevant experience in rail engineering/ LTA /SMRT projects.

  • Proven experience in one or more of the following is highly preferred:

    • Point machines

    • Railway signalling systems

    • Cable laying and cable termination

    • Electrical installation works

    • Testing & commissioning

    • Decommissioning / migration / cut-over works

    • Rail possession / engineering hours work environment

  • Candidates with strong site-based rail project experience will be highly preferred.

Technical Knowledge

Candidate should have good practical and technical knowledge in:

  • Railway electrical systems

  • Signalling systems and related field equipment

  • Point machine installation / replacement / adjustment / interface works

  • Power, control, and signalling cable laying and termination

  • Reading electrical drawings, schematics, and technical diagrams

  • Testing and troubleshooting of electrical / signalling systems

  • Site coordination and execution planning

  • Safe work practices in rail corridor / depot / live operational environment

Skills & Competencies

Preferred / Advantageous

  • Experience working on MRT / LRT / railway infrastructure projects

  • Familiarity with railway possession works, depot works, or live operational rail environment

  • Knowledge of rail safety requirements and permit systems

  • Possession of relevant rail / safety certifications will be an advantage

  • Experience coordinating subcontractors and interfacing with clients

  • Singapore Class 3 driving licence is an advantage, if applicable to site needs
