Job Description

Purpose of Role

The role will be responsible for the overall direction, coordination, implementation, execution, control and completion of all planning and deliveries of projects. This includes end to end resource planning, procurement, engineering, operations, customer management and stakeholders management. The director is expected guide the team in setting the project plans defining, identifying and securing appropriate internal and external resources and coordinating the efforts of team members and third-party contractors or consultants to deliver projects according to plan.

Lead project execution teams

  • Lead the project managers and engineers
  • Responsible for all deliveries and projects executed by the project management team across all countries
  • Execute the planning and implementation of projects in each respective geographical area and ensure that programs and projects stay on plan by resolving resource conflicts and overcoming obstacles
  • Ensure conformance to client specifications and sign off. This will include company requirements
  • Ensure that proper risk management analysis is performed at the start of all projects and during executions. Ensure risk and safety plans are in place for all project implementation
  • Jointly work with Procurement in selection, qualification and ongoing monitoring of third party vendors

Monitor and improve project performance

  • Present project status, updates and performance to senior management and stakeholders
  • Comply with management communications and reporting
  • Obtain agreement on project definitions, scope, and priorities, and ensure that resources, capabilities and processes are in place
  • Review project performance and respond to escalated and resolving problems
  • Strive to constantly improve operations and efficiency of project teams
  • Manage project budget and conduct project evaluations and assess results
  • Ensure all projects are delivered within timeline approved
  • Ensure all projects are delivered within budget approved
  • Optimize and reduce cost and resources for each project undertaken

People Management

  • Head responsibility to plan and schedule resources and workforce across deliveries
  • Assemble and coordinate project teams and manage project resource allocation
  • Provide clear and detail plan and justification of manpower and resources needed as a department to senior management
  • Responsible for hiring, recruiting and selection of required capabilities of staff
  • Drive programs and trainings to address needs and build capability of staff to support business growth and changes. Lead the team in dynamically adjusting in accordance to business requirements
  • Provide leadership in fronting customers on challenging circumstances and overcome the obstacles to achieve project completion
  • Provide direction and support to project teams

Technical Requirements (preferred)

  • Knowledge and experience in HVAC (Heat, Ventilation and Air Conditioning) or ACMV (Air Conditioning and Mechanical Ventilation)
  • Knowledge and experience in cooling systems including water cool and air cool systems
  • Knowledge and experience in Cooling as a Service
  • Knowledge in heat transfer and thermodynamics
  • Knowledge and experience in structural and building constructions
  • Knowledge in PLC (Programmable Logic Controllers), SCADA (Supervisory Control and Data Acquisition) and BMS (Building Management Systems)
  • Knowledge in communication channels such as Modbus TCP, RTU, BacNet
  • Knowledge in design, electrical implementation and electrical panel implementation
  • Candidate with strong engineering background from other disciplines with strong project management background will be considered

Qualifications

  1. Bachelor / Master degree in Business, Operations, Engineering, or related field from an accredited institution is required
  2. PMP or equivalent certification
  3. Required fluency in written and oral English. Fluency in other Asian languages will be considered

Competence/ Experience Required

  1. A minimum of 10 years of related business experience in project management or management role is required.
  2. 10 years or more work related experience managing a large-scale projects in project management experience
  3. Full working knowledge of project controls in cost and schedule development and financial assessments
  4. Prior experience in leading and delivering Energy Management projects across Asia highly desirable
  5. Strong management, technical and communication skills
  6. Demonstrated knowledge and expertise in bridging technical and business disciplines
  7. Strong record of collaborating to ensure completion of significant projects
  8. Ability to interact in multicultural environment and multifunctional stakeholders
  9. Ability to travel - Willingness to support remote project locations for extended time periods, within or outside Singapore
  10. Demonstrated experience managing subcontractors
  11. Ability to shift focus between tasks in order to deliver on multiple projects concurrently
  12. Proven ability to solve complex problems, overcome tough and challenging situations
