Project Coordinator (Rail & Electrical Engineering)

Company: Tecson Engineering Pte Ltd
Employment Type: 2-Year Contract (Renewable, subject to performance and business needs)
Work Location: Combination of Site-based and Office-based (Singapore)

Role Overview

The Project Coordinator is responsible for the end-to-end coordination and support of multiple rail and electrical engineering projects, ensuring effective communication, documentation control, manpower planning, access coordination, and commercial follow-up.

This role requires a hands-on, highly organised coordinator who is comfortable working both on site and in the office, acting as the central link between clients, internal teams, site personnel, safety teams, and subcontractors. The role is critical in ensuring that projects are well-coordinated, compliant, properly documented, and executed according to schedule.

Strong written and spoken English is essential due to the high volume of formal documentation, reporting, and correspondence with main contractors, consultants, and authorities. The Project Coordinator also supports compliance with ISO 9001 (Quality Management) and ISO 45001 (Occupational Health & Safety) systems.

Key Responsibilities

1. Project Coordination & Support

  • Coordinate and support multiple ongoing projects, particularly within railway, signalling, and electrical engineering environments

  • Assist management and Project Managers in planning, scheduling, and monitoring project activities

  • Ensure coordination of works in accordance with approved scope, drawings, specifications, and timelines

  • Attend site meetings, coordination meetings, and technical discussions as required

  • Act as a central coordination point between site teams, office teams, clients, and subcontractors

2. Site & Office-Based Coordination

  • Conduct regular site visits to monitor progress, site conditions, and coordination effectiveness

  • Coordinate daily site activities and communicate requirements between site and office teams

  • Liaise closely with site supervisors, engineers, and safety personnel to ensure smooth operations

  • Carry out office-based planning, reporting, documentation, and coordination tasks

  • Track project status and follow up on outstanding actions and deliverables

3. Manpower Planning & Access Coordination

  • Coordinate manpower deployment across multiple projects, including engineers, supervisors, technicians, and workers

  • Ensure manpower availability aligns with project schedules and approved access windows

  • Coordinate rail access, site access approvals, permit-to-work submissions, and possession planning

  • Liaise with clients, main contractors, and authorities to ensure access requirements are fulfilled on time

  • Track manpower attendance, deployment, and utilisation to support project execution

4. Documentation, Safety Coordination & Commercial Follow-Up

  • Prepare, compile, review, and maintain comprehensive project documentation, including but not limited to:

    • Method Statements

    • Risk Assessments (RA / MSRA)

    • Safe Work Procedures

    • Work Schedules and Progress Reports

    • Technical submissions, records, and formal correspondence

  • Coordinate closely with the Safety Team and Safety Officers to prepare, review, and submit all safety-related documentation, ensuring alignment with project scope and site conditions
    (Note: Safety ownership remains with the Safety Team the Project Coordinator provides coordination and documentation support.)

  • Ensure all documentation is accurate, clear, and compliant with client, regulatory, and project requirements

  • Maintain proper document control, versioning, and filing in accordance with ISO 9001 and ISO 45001procedures

  • Track document submissions, approvals, revisions, and close-out status

  • Coordinate and follow up on project-related quotations and invoices, including:

    • Tracking quotation submissions and approval status

    • Following up on issued invoices with clients and internal teams

    • Ensuring supporting documents are in place for billing purposes
      (Note: Pricing approval and commercial decisions remain with management the Project Coordinator ensures coordination and follow-up.)

  • Liaise with internal teams to resolve discrepancies or outstanding items related to documentation, quotations, or invoicing

  • Handle all formal written communication in clear, professional English

5. Quality Management (ISO 9001)

  • Support the implementation and maintenance of the ISO 9001 Quality Management System

  • Ensure project documentation and coordination processes comply with quality procedures

  • Assist in internal audits, corrective actions, and continuous improvement initiatives

  • Maintain accurate records for audits, inspections, and client reviews

6. Occupational Health & Safety Coordination (ISO 45001)

  • Support compliance with ISO 45001 and relevant workplace safety regulations

  • Coordinate with Safety Officers and site teams to support safe work practices

  • Assist in safety planning, toolbox meeting coordination, incident documentation, and follow-up actions

  • Support safety audits and inspections conducted by clients or authorities

7. Stakeholder Communication & Liaison

  • Communicate effectively with clients, main contractors, consultants, and internal teams

  • Coordinate instructions, changes, and clarifications between all stakeholders

  • Escalate coordination, access, or documentation issues appropriately

  • Maintain professional working relationships to support smooth project delivery

8. Overall Project Oversight

  • Maintain an overview of all assigned projects to ensure coordination, compliance, and timely execution

  • Identify risks, constraints, and potential delays early and highlight them to management

  • Support management in ensuring projects are delivered efficiently, safely, and in accordance with requirements

Requirements & Qualifications

Education

  • Diploma or Degree in:

    • Electrical Engineering

    • Mechanical Engineering

    • Rail / Railway Engineering

    • Or a related engineering discipline

Experience

  • Minimum 2 years of relevant experience in:

    • Rail, railway, signalling, or electrical engineering projects

  • Experience in site coordination and office-based project support roles

  • Strong experience handling documentation-intensive projects

Technical & Professional Knowledge

  • Familiarity with railway environments, access planning, and permit-to-work systems

  • Working knowledge of ISO 9001 and ISO 45001

  • Understanding of local safety regulations and site coordination requirements

  • Ability to read and understand technical drawings, specifications, and work instructions

Language & Communication

  • Excellent command of written and spoken English (mandatory)

  • Strong ability to draft professional reports, emails, and formal documentation

  • Confident communicator with internal and external stakeholders
