About the Programme
The Community First Aid (CFA) programme mobilises trained volunteer first aiders to serve as first responders at public parks and national/community events, delivering essential first aid and on-site support. Beyond peacetime deployments, CFA also plays a critical role in national Civil Emergency Response. Our volunteer first aiders form the backbone of CFA, strengthening community safety, preparedness and resilience across the population.
CFA consists of three key components:
First Aiders on Wheels (FAOW)
This proactive initiative under CFA involves trained volunteers patrolling popular recreational areas such as East Coast Park, Pulau Ubin, Jurong Lake Gardens and Punggol Coney Island on weekends and public holidays. They provide immediate first aid to park-goers, manage injuries, offer reassurance and activate emergency services when necessary.
Events Coverage
Deployment of volunteer first aid teams to a wide range of national and community events, including the National Day Parade, Chingay Parade, Istana Open House, community sports events and family day carnivals. By delivering prompt medical care, CFA enhances the safety and enjoyment of all participants and attendees.
Civil Emergency Response
CFA strengthens emergency preparedness through structured training and readiness exercises, including Emergency Response Team (ERT) training. CFA prepares volunteers and staff to respond effectively during emergencies to provide first aid support. This contributes to National Civil Emergency Response efforts.
Job Purpose
To lead and manage the FAOW initiative, ensuring effective planning, deployment and volunteer readiness while supporting the overall delivery of the CFA programme.
Job Responsibilities
Operational Support
Lead the planning, coordination of FAOW operations and related first aid initiatives
Liaise and coordinate with internal and external stakeholders, partners and site representatives to facilitate smooth operations and deployments
Respond to enquiries and external requests for first aid support
Support FAOW development, expansion initiatives and major event coordination as assigned
Logistics & Resource Support
Manage logistics and coordinate resources to support overall programme operations
Monitor and maintain inventory of first aid supplies and equipment including maintenance and replenishment to ensure operational readiness
Volunteer Management
Oversee volunteer deployment and participation in FAOW and related activities
Maintain accurate volunteer records, including hours tracking and profile updates
Address volunteer queries and support volunteer retention and engagement efforts
Establish and maintain strong working relationships with Volunteer Leaders to provide ongoing support and enhance overall effectiveness
Administration Support
Perform administrative duties including purchase requisitions, claims submissions and documentation management
Maintain proper records to ensure operational compliance and reporting requirements
Support programme communications, meeting coordination and notetaking
Perform other administrative duties as assigned
Any Other Duties
Support and take part in department and society-wide events and activities when assigned
Any other ad-hoc projects
Job Specifications
Qualifications and Experience
Possess a Diploma from a recognised institution
Experience in a similar or related role and/or working with volunteers preferred
Additional Skills and Knowledge
Good command of spoken and written English
Proficient in Google Workspace and Microsoft Office applications
Good organisational skills with the ability to manage multiple tasks effectively
Strong interpersonal skills to engage volunteers and stakeholders
Detail-oriented with the ability to work independently when required
Holding a valid Class 3 or 3A driving license will be advantageous
