Job Description

POSITION OVERVIEW As a Programmes Executive (Outdoor Education), you will play a key role in the planning, coordination, and delivery of outdoor adventure programmes, camps, and expeditions under The Singapore Scout Association (SSA). You will be responsible for ensuring programmes are well-designed, safely conducted, and aligned with Scouting values, educational objectives, and/or award requirements. In this role, you will work closely with youths, volunteers, facilitators, schools, parents and stakeholders to deliver meaningful and impactful outdoor experiences that supports development.

KEY RESPONSIBILITIES
Programme Planning & Coordination
. Plan, design, and coordinate outdoor adventure programmes, camps, expeditions and experiential learning activities.
. Ensure programmes align with organisational values, learning objectives, MOE/NYAA frameworks and/or award requirements where applicable.
. Develop, review and refresh programme content to meet the evolving needs of participants, schools and stakeholders.
. Customise programmes according to participant profiles, age groups, learning outcomes and risk levels.
. Prepare detailed programme schedules, activity outlines, lesson plans, facilitator guides and supporting materials.
. Conduct site recces and feasibility checks to ensure suitability of locations and activities.
. Support budgeting, costing and resource planning for programmes.
. Perform any other roles and responsibilities as assigned by the Supervisor and/or Executive Director.

Event Logistics & Stakeholder Coordination
. Coordinate logistical requirements including transport, accommodation, meals, equipment, permits and venue bookings.
. Liaise with schools, vendors, outdoor facilities, facilitators, volunteers and parents to ensure smooth programme delivery.
. Source, brief and coordinate external vendors and instructors where required.
. Manage participant registrations, consent forms, medical declarations, risk acknowledgements and administrative documentation. . Prepare and disseminate pre-programme briefings, joining instructions and contingency plans.
. Ensure timely and clear communication with all stakeholders before, during and after programmes.
. Track logistics timelines and ensure all deliverables are met within schedule. On-Ground Supervision & Programme Delivery
. Lead, brief and support facilitators, instructors and volunteers on programme objectives, safety protocols and roles.
. Supervise on-ground operations to ensure smooth programme flow, discipline and participant engagement.
. Facilitate or co-facilitate activities when required, ensuring quality learning experiences.
. Provide real-time coordination, problem-solving and decision-making during programme delivery.
. Act as the main point-of-contact on-site for schools and stakeholders. Safety, Risk & Compliance
. Conduct comprehensive risk assessments and hazard analysis for all outdoor and adventure-based activities.
. Ensure compliance with SSA safety policies, SOPs and relevant national regulations (e.g. MOE guidelines, Workplace Safety & Health requirements).
. Ensure facilitators and instructors adhere to safety standards, ratios and operational guidelines.
. Oversee emergency preparedness, first-aid readiness, evacuation plans and incident response procedures.
. Document and report incidents, near-misses and safety observations in a timely manner.
. Support safety audits and reviews to enhance organisational risk management practices.

Monitoring, Evaluation & Reporting
. Collect, analyse and consolidate feedback from participants, facilitators, volunteers and stakeholders.
. Evaluate programme effectiveness against learning outcomes, safety standards and operational objectives.
. Prepare post-programme and post-event reports, including outcomes, observations and recommendations.
. Track programme data, attendance and performance metrics for reporting purposes.
. Support continuous improvement initiatives to enhance programme quality, safety and delivery standards.
. Contribute to the development of best practices, SOPs and training resources.

WORKING ARRANGEMENT
1. 5-day work week
2. office hours, with flexibility required for camps, events, and outdoor programmes
3. May include overnights, evenings, weekends or public holidays based on programme requirements

REQUIRED SKILLS & ATTRIBUTES
1. Strong interest in outdoor education, camping and adventure-based programmes.
2. Enjoys working with youths, volunteers and diverse stakeholder groups
3. Strong organisational, coordination, and problem-solving skills.
4. Able to work independently and as part of a team in dynamic environments.
5. Comfortable with on-ground operations and field-based work.
6. Responsible, safety-conscious, and able to manage multiple tasks effectively
