Programme Manager - Home for Good Singapore

Home for Good Singapore supports and connects foster families so that every foster child can grow up in a safe, nurturing, and supportive home. We work alongside foster parents, volunteers, fostering agencies, and community partners to strengthen the fostering ecosystem and ensure families receive the support they need throughout their fostering journey.
The Programme Manager leads the development and delivery of programmes that strengthen support for foster families in Singapore. The role focuses on identifying needs within the fostering ecosystem, designing initiatives that equip and connect foster families, and building partnerships that strengthen the community supporting them.
Working closely with foster parents, volunteers, and sector partners, the Programme Manager ensures programmes are responsive, impactful, and aligned with the mission of Home for Good Singapore. The role combines programme strategy, community engagement, and partnership development to support sustainable fostering journeys for families and children.
. Design and lead programmes that strengthen the well-being, resilience, and capacity of foster families
. Identify gaps, emerging challenges, and opportunities within the fostering ecosystem and initiate programmes that address these needs
. Apply Theory of Change (ToC) and logic models to guide programme design, implementation, and evaluation
. Ensure programmes align with the organisation's mission and contribute to meaningful outcomes for foster families and children
. Build trusted relationships with foster parents, volunteers, fostering agencies, and community partners
. Facilitate initiatives that encourage peer support, shared learning, and community connection
. Support outreach efforts that raise awareness of fostering and strengthen community participation
. Develop collaborative relationships with fostering agencies, social service organisations, and community partners
. Identify opportunities for partnerships and initiatives that strengthen the foster care ecosystem
. Represent the organisation in sector collaborations and community initiatives related to fostering support
. Recruit, train, and support volunteers who contribute to programmes and community initiatives
. Create meaningful opportunities for volunteers to contribute their time, skills, and lived experience
. Foster an engaged and supportive volunteer community
. Oversee programme implementation, including planning, scheduling, logistics, and coordination
. Manage programme budgets and ensure responsible use of resources
. Coordinate with facilitators, vendors, and partners to deliver high-quality programmes
. Track programme outcomes through data collection, participant feedback, and evaluation
. Assess programme effectiveness and recommend improvements
. Contribute to organisational reporting, including impact reporting and annual reports
. Maintain clear documentation of programme activities and outcomes
. Develop or refine programmes that address key needs faced by foster families
. Build strong relationships with foster parents, volunteers, and sector partners
. Strengthen peer support and community connection among foster families
. Establish systems to track programme outcomes and participant feedback
. Identify opportunities for collaboration that strengthen the foster care ecosystem
. 3-5 years of experience in programme management, community development, or social services
. Experience designing or implementing community-based programmes or initiatives
. Experience working with volunteers, families, or community groups
. Experience in the nonprofit or social service sector is an advantage
. Programme design, development, and management
. Ability to translate community needs and ecosystem gaps into programme initiatives
. Stakeholder and partnership development
. Community engagement and facilitation
. Monitoring, evaluation, and learning
. Understanding of Theory of Change (ToC) and logic models
. Awareness of the foster care or social service landscape
. Experience working in fostering, child welfare, or family services
. Familiarity with Singapore's social service landscape
. Experience collaborating with government agencies or social service organisations
. Passion for community development and social impact
. Empathy and sensitivity when working with foster families
. Collaborative, proactive, and adaptable
. Strong initiative and ability to translate ideas into action
