Role Overview
The Manager, Programme Development & SSG Funding is responsible for designing, developing, and maintaining high‑quality training programmes, short courses, and workshops that align with SkillsFuture Singapore (SSG) requirements.
The role requires a strong background in curriculum development (ACLP/DACE), knowledge of SSG/WSQ standards, and hands‑on experience preparing funding submissions, accreditation documents, and programme mappings. The ideal candidate is an experienced L&D or curriculum specialist who can translate industry needs into structured, fundable training solutions.
Key Responsibilities
1. Programme Design & Curriculum Development (Primary Focus)
- Design and develop new short courses, workshops, corporate training modules, and professional programmes.
- Create curriculum frameworks, learning outcomes, assessment tools, and lesson plans in line with SSG/WSQ standards.
- Map learning objectives to SSG frameworks (e.g., Skills Framework, WSQ standards).
- Refresh and update existing content to ensure relevance and compliance.
2. SSG Funding & Accreditation
- Prepare and submit applications for SSG funding approval, course accreditation, and training grant applications.
- Manage end-to-end accreditation documentation including TPg, curriculum materials, assessment guides, and programme structures.
- Ensure compliance with SSG regulations, policies, and funding requirements.
- Monitor changes in SSG guidelines and ensure all programmes remain compliant.
3. Quality Assurance & Governance
- Ensure all training materials meet academic quality, adult learning principles, and regulatory requirements.
- Conduct internal audits and reviews for course materials, assessments, and delivery processes.
- Work closely with compliance teams to maintain approval status with SSG and other regulatory bodies.
4. Stakeholder & Industry Engagement
- Engage subject matter experts, industry partners, and trainers to identify training needs and co‑develop content.
- Support business development teams by co-creating course proposals, training outlines, and client‑specific modules.
- Provide consultancy on programme design for corporate clients seeking customised training.
5. Trainer Management & Support
- Provide guidance to trainers on lesson delivery, assessment design, and WSQ compliance.
- Conduct trainer onboarding on curriculum requirements and SSG policies.
6. Documentation, Reporting & Administration
- Maintain accurate and up-to-date programme documents, assessment records, and SSG reports.
- Support audit preparation and respond to SSG queries where necessary.
Requirements
Education & Certifications
- ACLP (Advanced Certificate in Learning & Performance) required.
- DACE (Diploma in Adult and Continuing Education) or equivalent highly preferred.
- Degree in Education, Business, Human Resources, or a relevant field.
Experience
- Minimum 3-5 years in programme development, curriculum design, or adult learning.
- Experience in WSQ programme development, SSG accreditation, or funding submissions is mandatory.
- Familiarity with the Skills Framework, WSQ documentation, and SSG Training Partner Gateway (TPg).
- Experience developing corporate workshops or short courses is an advantage.
Skills & Competencies
- Strong writing skills for curriculum, assessments, and programme documents.
- Knowledge of adult learning principles, assessment validation, and instructional design models.
- Strong project management and documentation skills.
- Ability to work collaboratively with trainers, academic teams, and regulatory bodies.
- High attention to detail, analytical thinking, and excellent organisational skills.
