NTUC LearningHub is a leading Continuing Education and Training (CET) provider in Singapore, committed to supporting workers in their lifelong learning journey. As part of our plan to support the Supply Chain and Wholesale Trade sectors, we partner with government agencies, trade & business associations, and unions to design forward-looking training that supports industry transformation and national initiatives like Job-Skills Integrator (JSIT) for the Wholesale Trade sector with Singapore Business Federation.
We are seeking a purpose-driven Product Manager to lead the development and execution of impactful training programmes and business transformation initiatives that will help uplift and future-proof the workforce.
*Please note that this role will be responsible for the planning, development, and management of CET training products and programmes for the supply chain and wholesale trade sectors. This is NOT a Supply Chain/Logistics Operations or Product Marketing role.
Product Development & Management
- Lead the full lifecycle of product development—from ideation, validation, and curriculum design to pilot, launch, and scaling—for supply chain and wholesale trade sector training offerings.
- Develop modular, stackable, and outcomes-aligned courses (both WSQ and non-WSQ), addressing needs in areas such as supply chain operations, technology, trades, sustainability, technologies etc.
- Ensure alignment with SkillsFuture Singapore (SSG) frameworks, Enterprise Singapore (ESG) and Ministry of Trade and Industry directions on sector transformation.
Stakeholder, Union & Partner Engagement
- Work closely with trade associations, ESG, SSG, and private sector employers to co-create demand-driven training programmes.
- Collaborate with the Supply Chain Employees Union (SCEU) to identify training needs among union members and jointly drive workforce upgrading and career progression pathways.
- Represent LHUB in sectoral workgroups, union-management committees, and tripartite collaborations to advocate for lifelong learning and inclusive workforce transformation.
- Build strong partnerships with supply chain and wholesale trade employers, agencies, and industry associations to ensure programme relevance and scale.
Impact Monitoring & Performance
- Monitor programme performance and learner outcomes using KPIs such as enrolment, completion, satisfaction, and post-training application.
- Gather insights from learners, union representatives, and stakeholders to inform product refinement and future innovation.
- Leverage funding schemes (e.g. UTAP, Union Training Assistance Programme) and explore new programme bundles for targeted workforce segments.
Requirements:
- Bachelor's degree or Post-Graduate qualifications in Business, Education, or related field is advantageous.
- At least 5 years of relevant experience in product management, training development, or strategic partnerships, preferably within the supply chain or wholesale trade sector.
- Familiarity with Singapore's supply chain and/or wholesale trade landscape, national training initiatives (e.g. WSQ, SCTP), and unionised workforce environments.
- Experience working with government bodies, industry stakeholders, is a strong advantage.
- Strong stakeholder management, networking, communication, and facilitation skills.
- Ability to manage complex projects with multiple internal and external collaborators.
- Strategic thinker with an execution mindset and passion for social impact through workforce development.
- Experience in instructional design or adult learning frameworks is a plus.
