Procurement Package Manager (EPC Oil & Gas)

The Procurement Package Manager is responsible for managing the complete procurement lifecycle for the assigned equipment or system package, ensuring full compliance with technical requirements, quality standards, cost objectives, and project schedule. The role interfaces across engineering, quality, planning, logistics, construction, and vendor teams to ensure successful delivery.

Project details: multibillion-dollar EPCI packages comprising of central processing platform, living quarters, utility platform, gas-injection platform and riser platform.

Core Responsibilities

• Develop and execute a procurement strategy for the assigned package.

• Prepare RFQs, support technical documentation reviews, coordinate bid clarifications.

• Lead technical and commercial bid evaluations with relevant engineering disciplines.

• Manage vendor selection, negotiation, purchase order issuance, and contract administration.

• Oversee vendor documentation, design reviews, manufacturing activities, testing, FAT, inspection, and shipment readiness.

• Monitor schedule, cost, risks, and quality compliance throughout execution.

• Resolve technical and commercial issues, NCRs, deviations, and change impacts.

• Coordinate with logistics for export/import, packing, and delivery schedules.

• Provide regular progress reporting and maintain procurement registers and records.

• Ensure all vendor documentation, data books, certifications, and handover records are completed as required.

Qualifications

• Bachelor's degree in Mechanical, Electrical, Instrumentation, Materials, Chemical or related engineering field.

• 7-15 years procurement experience in EPC/EPCI projects involving equipment packages or complex engineered systems.

• Strong understanding of international codes & standards relevant to the specific package.

• Proven vendor management, negotiation, expediting, and coordination skills.

• Experience working with multidisciplinary engineering and quality teams.

  1) Procurement Package Manager - Central Control System

  • Manage procurement of the central control system, including DCS/ESD/FGS, HMI, controllers, I/O modules, servers, network equipment, and related software licenses.
  • Coordinate cybersecurity requirements, system architecture reviews, and interface integration with subsystems (PLC packages, compressors, safety systems, etc.).
  • Ensure compliance with IEC 61511, IEC 62443, and project automation standards.
  • Oversee system FAT, SAT support requirements, and configuration management.

  2) Procurement Package Manager - Wellhead Control Panel, IRCD Chemical Injection Control, Flow Package

  • Procure WHCP systems including hydraulic power units, control logic, panels, accumulators, and gauges.
  • Manage interface with subsea chemical injection, flow control skids, and umbilical distribution systems.
  • Ensure compliance with API, ISO subsea control system standards, and functional safety requirements.
  • Overseehydrostatic testing, leak testing, FATs, and simulation tests.

  3) Procurement Package Manager - Shut-off, Regulating, and Safety Valves

  • Procure automated and manual shutoff valves, pressure regulating valves, and safety relief valves.
  • Ensure compliance with API 6D, API 527, ASME VIII, and relevant SIL classifications.
  • Oversee valve testing including hydrotest, seat leakage, functional testing, and calibration.

  4) Procurement Package Manager - Valves

  • Manage sourcing for high-pressure ball valves, gate valves, globe valves, and manual check valves.
  • Ensure materials compliance (CS, SS, duplex, Inconel) and NACE MR0175 requirements.
  • Oversee machining, forging, coating, and FAT testing.

  5) Procurement Package Manager - DBB, SBB, Copper, Nickel, Titanium Valves

  • Procurement of specialty valves involving exotic materials and DBB/SBB types.
  • Manage complex metallurgy requirements and corrosion resistance criteria.
  • Oversee vendor qualification for exotic alloy forging and welding procedures.

  6) Procurement Package Manager - Ball Receiving and Sending Device

  • Manage procurement of pipeline pig launcher/receiver systems, closures, valves, and instrumentation.
  • Ensure compliance with pipeline design standards (API 5L, ASME B31.4/B31.8).
  • Oversee pressure testing, dimensional checks, and interface with pipeline pre-commissioning teams.

  7) Procurement Package Manager - Communication Integration

  • Manage procurement of communication systems including radios, PAGA, CCTV, fiber networks, routers, and integration hardware.
  • Oversee cybersecurity compliance, interface testing, and system integration.
  • Ensure compatibility with control systems and offshore communication standards.

  8) Procurement Package Manager - Ventilation Integrated System

  • Procurement of HVAC integrated systems for offshore modules (fans, dampers, AHUs, filters, ducting).
  • Ensure compliance with offshore HVAC codes and hazardous area classification.
  • Manage airflow testing requirements, motor certifications, and energy efficiency compliance.

  9) Procurement Package Manager - Steel Plates, Welded Pipes, Helicopter Deck, Bearings

  • Oversee procurement of structural steel, rolled plates, welded pipes, helideck assemblies, and bearings.
  • Ensure compliance with offshore structural standards (DNV, API RP 2A).
  • Manage traceability, welding qualifications, and coating QA requirements.

  10) Procurement Package Manager - Steel Profiles, Seamless Pipes, Grouting Systems
  Manage procurement of seamless pipes, steel profiles, offshore grouting materials, ladders, and berthing hardware.

  • Ensure structural material certification, NDT, and coating requirements.
  • Coordinate logistics for heavy and oversized items.

  11) Procurement Package Manager - API 617 Centrifugal Compressor

  • Manage procurement of API 617 multi-stage centrifugal compressors, dry gas seals, lube oil systems, control panels.
  • Oversee rotor dynamics studies, material compliance, noise/vibration limits.
  • Participate in full-string testing and casing pressure testing.

  12) Procurement Package Manager - Electrolytic Chlorination, Flare System, Plate Heat Exchanger, Nitrogen Generator

  • Handle procurement of integrated chemical systems and rotating/static skids.
  • Oversee technical evaluations, hazardous area compliance, explosion-proof classifications.
  • Manage FAT and performance testing unique to each system.

  13) Procurement Package Manager - API Pumps (676, API 610, ESPs, Diesel Fire Pumps)

  • Manage procurement of screw pumps, centrifugal pumps, vertical pumps, electric submersible pumps, and firewater pumps.
  • Ensure compliance with API 610/676/NFPA standards.
  • Oversee performance testing, vibration limits, NPSH requirements.

  14) Procurement Package Manager - Water Treatment & Glycol Systems

  • Handle procurement of TEG regeneration units, produced water treatment skids, filtration systems, wastewater skids.
  • Manage chemical resistance, material compliance, and process performance guarantees.

  15) Procurement Package Manager - Instrument Air Compressors & Dryers

  • Procurement of instrument air compressors, high-pressure compressors, desiccant dryers, filtration systems.
  • Oversee acoustic requirements, vibration monitoring, and dew point testing.

  16) Procurement Package Manager - Cranes & Lifting Equipment

  • Manage procurement of base cranes, bridge cranes, hoists, trolleys, and lifting tools.
  • Ensure compliance with API 2C, offshore lifting standards, and load testing requirements.

  17) Procurement Package Manager - Heating Systems

  • Procurement of hot water heaters, circulation pumps, wall-mounted water heaters.
  • Ensure safety compliance and pressure/temperature design requirements.

  18) Procurement Package Manager - Shell & Tube Heat Exchangers

  • Procure shell and tube exchangers including TEMA classifications, tube materials, baffles.
  • Oversee tube bundle fabrication, pressure testing, and thermal performance checks.

  19) Procurement Package Manager - Pressure Vessel Packages (General & Process)

  • Manage procurement of ASME VIII pressure vessels, including separators, filters, accumulators, surge tanks.
  • Ensure PED/ASME stamping, NDT, hydrotesting, welding procedure qualifications.

  20) Procurement Package Manager - Separator/Washer

  • Procurement of 2-phase/3-phase separators, desalters, produced water separators, and washing units.
  • Oversee internals installation, instrumentation integration, and performance guarantees
