ABOUT THE ROLE
ICF International is seeking an experienced Procurement Manager to lead and strengthen our procurement and supply chain operations for marine interior fit-out projects.
This position oversees strategic sourcing, supplier management, purchasing, logistics, inventory and warehousing. The successful candidate will work closely with Management and the Commercial, Design, Project and Operations teams to ensure materials and services are procured competitively, delivered on time and compliant with project requirements.
KEY RESPONSIBILITIES
- Develop and implement procurement and supply chain strategies aligned with business and project requirements.
- Lead strategic sourcing, supplier selection, tender evaluation and high-value purchasing activities.
- Negotiate commercial terms, pricing, delivery schedules, warranties and long-term supplier agreements.
- Build and maintain a reliable supplier network for local and international sourcing.
- Oversee purchasing, logistics, inventory control, warehousing and material planning activities.
- Monitor purchase commitments, project budgets, delivery schedules and inventory levels.
- Collaborate with project teams to understand technical specifications, Bills of Quantities, material requirements and project priorities.
- Evaluate supplier performance based on quality, cost, delivery, service and compliance.
- Identify supply chain risks and develop appropriate contingency and business continuity plans.
- Drive cost-saving and value-engineering initiatives without compromising quality or project requirements.
- Improve procurement processes through ERP utilisation, procurement analytics, automation and digital tools.
- Ensure suppliers comply with applicable quality, safety, environmental and technical requirements.
- Establish departmental KPIs and provide regular procurement, cost-saving and supply chain reports to Management.
- Lead, coach and develop members of the Procurement and Supply Chain team.
- Maintain proper procurement records and ensure compliance with company policies and approval procedures.
REQUIREMENTS
Essential:
- Bachelor's degree in Supply Chain Management, Logistics, Business Administration, Engineering or a related discipline.
- At least 8 years of relevant experience in procurement, strategic sourcing, supply chain, logistics or inventory management.
- At least 3 years of experience leading a procurement or supply chain team.
- Strong experience in supplier sourcing, commercial evaluation, contract negotiation and supplier performance management.
- Sound knowledge of budgeting, cost optimisation, inventory planning and supply chain risk management.
- Ability to interpret technical drawings, specifications, Bills of Quantities and project schedules.
- Strong analytical, negotiation, leadership and stakeholder-management skills.
- Proficiency in Microsoft Excel and ERP or digital procurement systems.
Preferred:
- Experience in marine interiors, shipbuilding, offshore, construction, M&E or interior fit-out procurement.
- Familiarity with products such as marine wall and ceiling panels, doors, insulation, flooring, furniture, sanitary fittings, lighting, HVAC components, piping materials and installation consumables.
- Knowledge of product certification, technical compliance, international sourcing, Incoterms and delivery to shipyards or project sites.
