We are seeking a highly experienced Presales Consultant with deep expertise in the Singapore Government , Defence, and broader Public Sector landscape. This role anchors pursuit shaping, solution design, tender leadership, and customer engagement across key digital transformation domains.
The ideal candidate brings a strong blend of technical credibility, consulting acumen, solution architecture grounding, and deep familiarity with government procurement frameworks. You will partner closely with Sales, Engineering Competency Chapters (ECC), Delivery, and GTM teams to drive differentiated bids, compelling solution narratives, and high-quality tender submissions.
Key Responsibilities
A. Pursuit Management & Deal Structuring
- Lead end-to-end presales engagements for Government and Public Sector opportunities.
- Analyse tender requirements and translate them into executable solution architectures.
- Drive bid qualification, pursuit strategy, competitive positioning, and solution shaping.
- Convert government functional and technical needs into clear solution constructs and implementation roadmaps.
- Collaborate with Solution Architects, Delivery Leads, and SMEs to craft compliant, compelling solutions.
B. Tender, RFP & Proposal Leadership
- Own the full lifecycle of tender responses, including:
- Compliance matrices
- Technical solution write-ups
- Architecture diagrams
- Project and implementation plans
- Transition & mobilisation frameworks
- SLAs, KPIs, governance structures
- Work closely with Finance and Delivery to develop cost models aligned to price-to-win strategies.
- Ensure proposal quality and compliance with procurement guidelines, frameworks, and public sector standards.
C. Government Sector Expertise
- Deep understanding of Singapore Government procurement, including GeBIZ, processes, frameworks, and security classifications.
- Position company capabilities against Public Sector priorities such as:
- Smart Nation
- Digital Government Stack (DGS)
- Cybersecurity & Zero Trust
- Application Modernisation
- GovWallet, CPaaS, Payments, Digital Identity (SingPass/CorpPass/Verify)
- Cloud & Container Security
- AI/ML, AIOps, GenAI governance
- Maintain current knowledge of GovTech patterns, controls, and delivery expectations.
D. Technical & Solutioning Competency
- Collaborate with cross-functional teams to shape end-to-end solutions across:
- Application Modernisation (12-Factor, Microservices)
- Cloud & Container Platforms (AWS, Azure, Kubernetes, OpenShift)
- DevOps & DevSecOps
- AI/ML, GenAI, and Agentic systems
- Data & Integration platforms (API gateways, ESB, MQ, Kafka)
- Digital Experience Platforms (CMS, Sitecore, Adobe, CRM)
- Present architectures, design decisions, delivery approaches, and operational models to diverse stakeholders.
- Work with ECC leaders to validate solution feasibility, resourcing, and risk management.
E. Stakeholder Engagement & Executive Communication
- Serve as the front-line presales representative for Government customers.
- Deliver high-impact presentations, demos, workshops, and capability briefings.
- Support Account Managers with account planning, opportunity discovery, and customer engagement.
- Represent the company with clarity, credibility, and executive presence.
F. Governance, Documentation & Internal Cadence
- Maintain structured pursuit documentation, RAID logs, and presales governance artefacts.
- Drive internal reviews, including:
- Win strategy sessions
- Solution walkthroughs
- Commercial and pricing reviews
- Contract and clarification cycles
- Ensure alignment with TOM governance, GTM strategy, and Apps Engineering portfolio.
Required Skills & Experience
- Degree in Computer Science, Engineering, or related fields.
- Over 10 years experience inpresales, solution consulting, or solution architecture roles within Government, Public Sector, or Defence.
- Demonstrated success leading and winning large tenders.
- Strong experience with digital transformation and engineering-driven programmes.
- Strong grounding in application engineering, cloud, DevOps/DevSecOps, or data platforms.
- Knowledge of government security and compliance frameworks (IM8, GovTech policies, Zero Trust).
- Excellent proposal writing and solution articulation skills.
- Exceptional stakeholder management and communication abilities.
- Ability to structure ambiguous requirements into clear solution blueprints.
- Strong analytical, problem-solving, and pursuit-focused mindset.
- Industry certifications such as AWS/Azure Architect, Kubernetes, PMP/PMI-ACP, TOGAF.
- Prior experience with MNC SI or consulting firms serving government clients.
