Job Description

Regional Project Management Officer, IFRS 17 & IFRS 9

A leading regional insurer is seeking a hands-on Project Management Officer to support a multi-year, multi-entity IFRS 17 and IFRS 9 transformation programme.

Working closely with the PMO Lead, you will provide structure, governance and visibility across Finance, Actuarial, IT, regional business units and external implementation partners.

This is not a passive project-tracking position. You will be expected to assess delivery updates critically, challenge plans and assumptions, identify risks and dependencies, and ensure that practical recovery actions are implemented when delivery moves off track.

Key Responsibilities

  • Maintain integrated project plans, milestones, baselines, dependencies and critical paths

  • Review and challenge workstream plans, timelines, assumptions and resource requirements

  • Identify schedule variances, delivery risks and cross-workstream dependencies

  • Analyse project issues by assessing root cause, impact, available options and required actions

  • Drive recovery actions and hold delivery owners accountable for agreed timelines

  • Consolidate updates across Finance, Actuarial, IT, business and vendor workstreams

  • Maintain RAID logs, action logs, decision registers and change-request records

  • Prepare project dashboards, status reports and SteerCo materials

  • Highlight key risks, decisions, escalations and areas requiring management attention

  • Coordinate governance meetings, workshops, testing activities and planning sessions

  • Monitor vendor deliverables, commitments and project milestones

  • Maintain project documentation, approvals, sign-offs, meeting minutes and audit trails

  • Support alignment across IFRS 17, IFRS 9, GL, financial reporting and regulatory reporting workstreams

Skills and Experience

  • Approximately 3 to 5 years of experience in PMO, project management, consulting or transformation

  • Experience working within a structured project-governance environment

  • Hands-on experience maintaining project plans, RAID logs, action trackers, decision registers and SteerCo reporting

  • Strong structured problem-solving skills, with the ability to assess root causes, impacts and recovery options

  • Confidence challenging unrealistic delivery plans and following up with workstream owners

  • Ability to identify and manage risks, issues and dependencies before they affect key milestones

  • Experience coordinating across Finance, Actuarial, IT, business teams and external vendors

  • Exposure to IFRS 17, IFRS 9, insurance or regulatory transformation is highly advantageous

  • Strong Excel and PowerPoint skills, with experience using Teams, SharePoint, Planner, Azure Boards or similar project tools

  • Strong communication, organisation and stakeholder-management skills

  • High attention to detail and a governance-focused mindset

The successful candidate will go beyond collecting project updates. You should be able to understand what is affecting delivery, challenge stakeholders constructively and help drive the programme back on track.

Work Arrangement: Candidates based outside Singapore can perform this role fully remotely while supporting the regional project team and participating in meetings across Asian time zones.

Desired Skills and Experience

3 to 5 years of experience in PMO, project management, consulting or transformation within a structured governance environment.

Candidates should have hands-on experience managing project plans, RAID logs, action trackers, decision registers, change requests, dashboards and SteerCo reporting.

Strong evidence of structured problem-solving is required, including the ability to identify root causes, assess delivery impact, challenge unrealistic plans and coordinate recovery actions.

The role requires confidence working across Finance, Actuarial, IT, business units and external vendors, while holding stakeholders accountable for agreed timelines and deliverables.

Exposure to IFRS 17, IFRS 9, insurance or regulatory transformation projects is highly advantageous. Strong Excel, PowerPoint, Teams and SharePoint skills are required.
