Employee Relations
Advise managers on employee relations matters, including performance management, misconduct, grievances, and disciplinary issues
Support re-employment, contract renewal, and retirement matters
Performance Management & Talent Development
Support implementation of performance appraisal frameworks and guide managers on appraisal processes
Identify talent gaps and partner with management on learning, development, and succession planning initiatives
Support employee engagement, career development, and retention strategies
Prepare monthly reports (e.g. Employee Suggestion Scheme, compliments & complaints)
Recruitment & Manpower Planning
Partner hiring managers on manpower planning and recruitment strategies, including internship programmes
Manage end-to-end recruitment (job scoping, interviews, onboarding, and exit interviews)
Ensure compliance with fair employment practices and internal policies
Plan and conduct quarterly staff orientation programmes
HR Policy, Governance & Compliance
Ensure consistent application of HR policies, handbook, and procedures
Advise managers on compliance with Singapore employment legislation
Support audits, policy reviews, and HR process improvements
HR Projects & Reporting
Support HR projects and organisation-wide initiatives
Analyse HR data and prepare reports for management review
Coordinate HR-related surveys for government and funding agencies
Prepare payroll documentation for approval
Others
Support fundraising and staff engagement activities when required
Perform other ad hoc duties as assigned
Minimum 3-5 years of HR experience, with hands-on experience in employee relations
Experience supporting line managers and handling HR matters independently
Prior experience in social services, healthcare, education, or non-profit sector is an advantage
Degree or Diploma in Human Resource Management, Business Administration, or related field
HR certification (e.g. IHRP-CP/SP, CHRBP) is an advantage
Strong stakeholder management and influencing skills
Good knowledge of Singapore employment laws and HR best practices
