Job Description
Payroll Executive (6 months Contract)
We are looking for a meticulous and experienced payroll executive to manage end-to-end payroll processing and statutory requirements for our workforce. The role will be responsible for CPF submissions, tax clearance, government claims, payroll reconciliation, headcount reporting, and MOM regulatory submissions.
Key Responsibilities
1. Multi-Cycle Payroll Processing & Timely Payments
Payroll Execution: Ensure precise, and timely salary disbursement to all employees across various processing schedules:
Weekly Payroll: Process ad-hoc final settlement payouts for leavers and resignees.
1st Week of the Month: Run monthly payroll cycles for temp staff, new hires, and select entity month-end cycles.
Mid-Month Payroll: Administer mid-month cycles across designated group entities.
Month-End Main Payroll: Execute full-cycle month-end payroll for core operations.
Employee Helpdesk: Act as the main point of contact for daily employee enquiries regarding salary calculations, deductions, leave tracking, and pay statements.
2. Compliance, Audit & Data Integrity
Regulatory & Internal Compliance: Ensure strict adherence to Singapore employment laws (Employment Act, CPF Act, IRAS rules, MOM guidelines) and internal corporate policies.
Audit & Checks: Perform thorough pre- and post-payroll audits and data validations to prevent disbursement errors or discrepancies.
System Maintenance: Maintain and update HRIS/payroll system data, master records, pay groups, and system parameters to ensure operational accuracy.
Data Privacy (PDPA) & Confidentiality: Safeguard sensitive employee records and payroll data in strict compliance with the Personal Data Protection Act (PDPA) and legal/ethical confidentiality standards.
3. Financial Reporting, Cost Allocation & Accruals
Cost Allocation & Accruals: Perform monthly salary cost allocations, department cost center distributions, and month-end payroll accruals.
Foreign Worker Levy (FWL): Allocate monthly FWL costs across respective business units.
Finance Reconciliation: Prepare and submit monthly payroll reporting packages to Finance, including post-CPF submission reconciliation reports.
4. Statutory Submissions, Tax Clearance & Claims
CPF Submissions: Calculate and process accurate monthly Central Provident Fund (CPF) contributions within statutory deadlines.
Tax Filing & Clearance:
Prepare and submit annual IR8A forms and related earnings data.
Execute tax clearance (IR21) filings for work pass resignees.
Statutory Claims: Submit monthly government claims, including Pro-Family Leave claims (Maternity, Paternity, Childcare) and National Service (NS) makeup pay claims.
5. Headcount Reporting, Regulatory Surveys & Ad-Hoc Tasks
Headcount Reporting: Compile and submit the monthly Headcount Report by the 1st of every month.
MOM Reporting: Complete and submit the Occupational Employment Dataset (OED) report and quarterly Labour Market Surveys (LMS).
Ad-Hoc Duties: Perform any other HR operations or administrative tasks as assigned by management.
Requirements
Diploma in Human Resources, Business Administration, Accounting, or related discipline.
Minimum 2-4 years of payroll processing experience.
Good knowledge of Singapore Employment Act, CPF regulations, and payroll practices.
Familiarity with payroll audits and month-end reconciliation.
Proficiency in payroll systems
Experience handling payroll for 500+ and above employees will be an advantage.
Experience in HRIS will be an advantage.
Strong Microsoft Excel skills.
Meticulous, analytical, and able to handle confidential information.
Strong communication and interpersonal skills.
