Responsibilities
- Resident Technical Officer as Owner Site Representative with background knowledge and experience on supervision of building works inclusive of Civil & Structural Building Works, Structural Demolition Work, Basement Construction, ERSS Construction, Tall Building Construction, Construction Work within MRT Reserve Zones etc.
- Report to the C&S Client Technical Advisor and Project Managers to ensure work is carried out in accordance with the approved drawings and specifications.
- Assist contract administration including reviewing progress claims and reporting site progress.
- Inspect key structural elements including reinforced concrete, structural steel, posttensioned concrete, precast concrete, deep basement ERSS and report any key issues to C&S Client Technical Advisor.
- To be competent in carrying out supervision of structural works by identifying any non-conformity of contractor's works on site. The appointed person must have the strong ability to interpret the drawings and contract documents on work to be carried.
- Liaise and work with Design and Build Contractor and the QP's site supervision team to track contractor submittals, site progress, site inspection procedures, quality assurance process
- Attend site walk with Owner, Consultants and Contractors.
- Highlight any critical issues, discrepancies, non-compliance and non-conformances/irregularities on site.
- Prepare, maintain and update site report and records on project progress.
- Ensure that proper site documentation for on-going works, site meetings, safety records, method statements, shop drawings, as built submissions, etc are well managed.
- Attend site progress and technical meetings and key site inspections, testing and commissioning.
- Monitor, report and assess site progress and quality standards.
- Ensure adequate safety precautions are enforced on site and that the Contractors maintain safety, cleanliness and tidiness of work site.
- Estimated commencement of work in (Aug 2026)
- The site staff is not expected to do any standing supervision. Minimal overtime is expected.
Requirements:
- Recognized Degree in Civil & Structural Engineering acceptable for registration with the PE Board, Singapore
- Accredited with IES/ACES with a valid Resident Technical Officer Practicing Certificate
- Well versed with the building industry practices, basement construction, work sequence and able to communicate well with the Employer/ Consultants and Contractor/ D&B Site Supervision staff.
- Minimum 10 years of relevant practical experience in full-time site supervision of Buildings work inclusive of structural demolition work, structural works, deep basement works, reinforced concrete construction for building construction sites in Singapore.
- Experience with construction work within MRT reserve zone and marine foreshore will be advantageous.
- Proficient with computer skills to prepare site inspection reports and QA/QC documentation
- Possess good interpersonal, verbal and written communication skills, being responsible, meticulous and a good team player.
- Conversant in building statutory codes and requirements.
- Familiar with BCA CONQUAS and Quality Marks assessment and Safety aspects in the construction industry.
