We are looking for a strategic and results-driven Outsourcing Labor Procurement Specialist to lead our contingent workforce and outsourcing procurement initiatives in Singapore. This role is critical in managing the sourcing, negotiation, and lifecycle management of external labor resources, including temporary staffing, managed service providers (MSP), and business process outsourcing (BPO) partners.
Key Responsibilities
- Strategic Sourcing & Category Management: Lead the end-to-end procurement process for outsourcing labor categories, including temporary staffing, contract labor, and specialized service providers. Develop and execute sourcing strategies that align with business needs and drive value.
- Vendor Management & Performance: Manage relationships with key staffing agencies and outsourcing vendors. Conduct regular business reviews, monitor Service Level Agreements (SLAs), and drive continuous improvement in vendor performance and service quality.
- Cost Optimization & Negotiation: Analyze rate cards, bill rates, and markup structures to ensure market competitiveness. Lead complex negotiations to achieve cost reductions and favorable commercial terms without compromising quality or compliance.
- Compliance & Risk Management: Ensure all outsourcing activities strictly adhere to Singapore's employment laws, including the Employment Act, Tripartite Guidelines, and foreign worker quotas (e.g., S-Pass/Work Permit regulations). Mitigate risks related to co-employment and labor supply chain continuity.
- Stakeholder Partnership: Collaborate closely with HR, Legal, Finance, and business line managers to understand workforce planning needs. Provide expert advice on the most effective engagement models (e.g., direct hire vs. outsourcing vs. contracting).
- Process Improvement & Digitalization: Drive the standardization of procurement workflows, from requisition approval to purchase order issuance and invoice validation. Leverage data analytics to track spending trends, headcount utilization, and savings realization.
- Contract Management: Draft, review, and finalize master service agreements and statements of work (SOW) with outsourcing partners, ensuring clear definitions of scope, deliverables, and intellectual property rights.
Qualifications
- Education: Bachelor's degree in Supply Chain Management, Business Administration, Human Resources, or a related discipline.
- Experience: At least 5-7 years of experience in procurement or human resource, with a specific focus on services procurement, contingent workforce management, or HR-related work. Experience in a multinational corporation (MNC) environment is highly preferred.
- Language Skills: Professional fluency in English and Mandarin.
- In-depth knowledge of SEA's labor market dynamics and regulatory framework.
- Strong commercial acumen with proven success in negotiating complex service agreements.
- Proficiency in procurement systems and advanced Excel skills for data analysis.
