Job Description

Overall Job Responsibility

The role involves working with internal and external stakeholders to review service standards and operational issues and leveraging data analytics to propose upstream solutions translated to clear operations guidelines and processes to support streamlined and efficient service delivery on the ground.

Duties and Responsibilities

Operations Policy and Planning

  • Support the operationalisation of the Ministry of Social and Family Development (MSF) funded disability programmes and schemes.
  • Ensure disability programmes and schemes are implemented effectively to meet their policy intentions.
  • Review operational issues and proposing solutions translated to clear operations guidelines and processes to support streamlined and efficient service delivery on the ground.
  • Engage and partner internal and external stakeholders, including MSFs Enabling Services and other Divisions, to review service models and gather ground feedback/inputs to refine key processes and measurements.
  • Develop and create Standard Operation Process and operations guidelines to ensure proper knowledge management.
  • Analyse operational data and streamline processes to improve service efficiency to persons with disabilities and their caregivers.
  • Work closely with policy teams in MSF and serve as a bridge between them and the service and programme management teams in SG Enable.

Implementation of Social Residential Home Bill (SRHB)

  • Support the implementation of the baseline and customised Code of Practice (COP) for the disability homes.
  • Work with MSF on staging plans for implementing licensing across disability homes and prepare operators for compliance.

Sector Planning and Development

  • Support in the manpower planning and competencies of disability professionals to build capability for the disability sector.
  • Conduct data analysis and trend projection to provide inputs to ministries for service improvements and future developments of disability programmes and schemes.

Others

  • Secretariat duties and any other ad-hoc duties assigned

Qualifications, Knowledge And Experience

  • A good Degree in any discipline, with minimum 2 to 3 years of relevant experience. Experience in Operations policy work will be preferred.
  • Possess some knowledge in the use of data/statistical application such as Power BI, to process data and generate reports.
  • Strong verbal and written communication and interpersonal skills with the ability to build strong working relationships at all levels.
  • Team-player who shares knowledge and displays initiative in assisting colleagues. Energetic and enthusiasm with a strong client focus.
  • Possess good analytical and problem-solving skills with an ability to remain focused on outputs and to adjust delivery mechanisms to meet deadlines and client needs.
  • Good organisation skills, meticulous and diligent to manage multiple projects with excellent project management skills and to thrive under pressure in a fast-paced environment.
